(This meeting was recorded and will be retained at City Hall for a period of six years from the date of the meeting.) ROLL CALL Councilmembers Present: Councilmember Hendricks, Councilmember Nash, Councilmember McArthur, Councilmember Lacy, Mayor Collings. Councilmember Mikow excused as absent. Staff Present: Bob Goodman, Linda Countryman, Virginia Oestreich, John Flinner, Jon Shambaugh. PLEDGE OF ALLEGIANCE CONSENT CALENDAR 1. Consideration of Minutes - Regular Session, July 6, 1992. I 2. Consideration of Bills Vouchers audited and certified by the auditing officer as required by RCW 42.24.080. and those expense reimbursement claims certified as required by RCW 42.24.090. have been recorded on a listing which has been made available to Council. As of this date, July 20.1992, payment voucher numbers 12964 through 13036. in the amount of $122,267.69, are submitted to Council for approval. Council Action: A motion was made by Councilmember Hendricks, second by Councilmember McArthur to approve the Consent Calendar as presented with a correction in the minutes. The motion carried 4-0. EAST WENATCHEE CHAMBER OF COMMERCE Wayne Barnhart, East Wenatchee Chamber of Commerce, submitted a plan for the gazebo for the city park. Mr. Barnhart said the gazebo would be portable and the City would own it. Council Action: A motion was made by Councilmember Lacy, second ' by Councilmember Hendricks to approve the East Wenatchee Chamber of Commerce's plan for the gazebo to be placed in the city park. The motion carried 4-0. - 1 - r CASCADE LOOP REPORT ' Larry Whiteman, representing The Cascade Loop Association, gave a report on the Loop's fly/drive promotion. Tourists would book vacation packages flying into Pangborn Airport, lodging in East Wenatchee, and traveling the Cascade Loop. Six organizations were working together on this promotion: Cascade Loop, City of East Wenatchee, East Wenatchee Chamber of Commerce, Port of Douglas County, Port of Chelan County, and Destinations Unlimited of Chelan. Mr. Whiteman said the Cascade Loop was attracting international tourism as a safe vacation area. The Cascade Loop has been described as "unparalleled" in scenery by many international tourists. He added East Wenatchee is the ideal lodging place for these tourists and he suggested establishing an identification symbol for the City of East Wenatchee. RESOLUTION 92-07-01 A resolution adopting the City of East Wenatchee Six Year Street Transportation Plan Street Superintendent Goodman said he anticipated completing the first five projects next year. He estimated the cost of the projects to be approximately $400,000. In response to a question from Councilmember Nash, Mr. Goodman clarified the Third to Fifth Street project as creating a new street and the Third to Ninth Street project as widening and maintaining the existing street. Council Action: A motion was made by Councilmember Hendricks, second by Councilmember McArthur to approve the City of East Wenatchee Six Year Street Transportation Plan as presented. The motion carried 4-0. The proceeds could be applied to the City Hall Building Fund. The property is currently used as a parking lot. Council Action: A motion was made by Councilmember Hendricks. second by Councilmember Lacy to surplus the city -owned parking lot on Valley Mall Parkway and asked Mayor Collings to proceed with the action. The motion carried 4-0. Councilmember Lacy said the city hall committee was reviewing all the architectural proposals. MAYOR'S REPORT Mayor Collings said she had attended two informative meetings recently; the Downtown Revitalization Committee in Wenatchee which provided several ideas for revitalizing buildings and regenerating interest in downtown areas; and a Clean Washington Meeting conducted by the Solid Waste Advisory Committee regarding recycling.
