ROLL CALL
Councilmembers Present: Councilmember Hendricks, Councilmember
Nash, Councilmember McArthur, Councilmember Lacy, Mayor Collings.
Councilmember Mikow excused as absent.
Staff Present: Virginia Oestreich, Charles Zimmerman, Robert
Goodman, Nick Wiltz, John Flinner, Linda Countryman, Doug Chase.
PLEDGE OF ALLEGIANCE
CONSIDERATION OF MINUTES: Regular Session, February 18, 1992.
Council Action: A motion was made by Councilmember Hendricks,
second by Councilmember McArthur to approve the minutes as
amended to read 1350 Eastmont instead of 1352 Eleventh NE as
presented. The motion carried, 4-0.
CONSIDERATION OF BILLS
Vouchers audited and certified by the auditing officer as
required by RCW 42.24.080, and those expense reimbursement claims
certified as required by RCW 42.24.090, have been recorded on a
listing which has been made available to Council.
As of this date, March 2, 1992, the Council does approve for
payment voucher numbers 12521 through 12569 in the amount of
$38,406.07.
Council Action: A motion was made by Councilmember Lacy, second
by Councilmember McArthur to approve the bills as presented
subject to proper audit. The motion carried, 4-0.
DEPARTMENT REPORTS
Street Department
Superintendent Goodman announced the bid results for the chipper
tree limber. He said two bids had been received, Morebark, Inc.
and Utility Equipment. Morebark's bid was $15,985 and Utility
Equipment's bid was $13.959.
Council Action: A motion was made by Councilmember McArthur,
second by Councilmember Lacy to award the bid for the
chipper/shredder to Utility Equipment in the amount of $13,959.
The motion carried, 4-0.

Council Action: A motion was made by Councilmember Lacy, second
by Councilmember Hendricks to begin the process and appoint the
committee for the proposed city hall. The motion carried, 4-0.
MAYOR'S REPORT
Mayor Collings said the Wenatchee ARea Transportation Study
committee was requesting two citizens at large. She said County
Commissioner Patterson indicated citizens Tom Sellers and Dr. Don
Fager had expressed interest in being on the committee.
Mayor Collings asked for discussion regarding the procedure of
two readings on ordinances. She referenced Resolution 90-9.
Council discussion said the procedure was confusing when an
ordinance was to be passed with both first and second reading at
the same time. Clerk Oestreich said she believed two readings
were important as it gave the community and Council time to
evaluate the subject. Also, she felt some issues, such as
zoning, should have two readings. Ms. Oestreich said any
ordinance, in the interest of time, could have first and second
reading at the same meeting.
Councilmember Nash said the Resolution 90-9 should stay as it is
since it gives the option of separate readings, and gives more
time for consideration. Councilmember Hendricks said he felt two
readings were important, as it showed the citizens we weren't
trying to hide anything, or push anything through in a hurry.
Mayor Collings asked Code Compliance Officer Wiltz if he wished
to have second reading on the ordinance regarding Title 17,
Zoning, Conditional Use Permits. First reading had been prior.
Mr. Wiltz said, in the interest of time and the subject matter,
he would like to pass the ordinance this evening.
Council Action: A motion was made by Councilmember Lacy, second
by Councilmember McArthur to approve second reading and pass the
ordinance. The motion carried, 4-0.

AN ORDINANCE OF THE CITY OF EAST WENATCHEE, WASHINGTON,
AMENDING PORTIONS OF TITLE 17, "ZONING" TO TRANSFER
RESPONSIBILITY FOR ADJUDICATING CONDITIONAL USE PERMITS
FROM THE PLANNING COMMISSION TO THE BOARD OF
ADJUSTMENT, AND AMENDING THE BOARD OF ADJUSTMENT
HEARING PROCEDURE AND SETTING AN EFFECTIVE DATE.
