(This meeting was recorded and will be retained at City Hall for a period of six years from the date of the meeting.) ROLL CALL Councilmembers Present: Councilmember Hendricks, Councilmember McArthur, Councilmember Nash, Councilmember Mikow, Councilmember Lacy, Mayor Collings. Staff Present: Virginia Oestreich, Bob Goodman, John Flinner, Gil Sparks. PLEDGE OF ALLEGIANCE CITIZEN COMMENTS Patti Herres, Chamber Director, gave a report on the Chamber's third quarter activities. She also updated Council on the East Wenatchee Brochure. Ms. Herres announced the Christmas Parade and Tree Lighting. It will be held at 7:00 p.m. on December 4, 1992. The parade will begin in the parking lot next to Cashmere Valley Bank on Valley Mall Parkway and end in the city park for the tree lighting. DEPARTMENT REPORTS Street Maintenance Maintenance Supervisor Goodman said the Department of Transportation would be doing a traffic analysis at Ninth and Eastmont beginning November 30. Mr. Goodman said the city had placed a barricade at the irrigation canal on Eleventh Street. The residents that had concern about the entrance to the ditch were pleased with the results. Council agreed by consensus to Mr. Goodman's request to begin the bid process for a new boom truck. The truck will be part of the 1993 budget. 1 - 1 - Police Department ' Chief Flinner reported on the status of the Dispatch Services. He said the City of Wenatchee had agreed it would like to contract dispatch services with East Wenatchee. The rate would be the same as the City had been paying to Douglas County. Chief Flinner added there would be no grid system required at the present time. Council Action: A motion was made by Councilmember Hendricks, second by Councilmember Nash to agree to contract with the City of Wenatchee for East Wenatchee's dispatch services for $18,000 for the year of 1993. The motion carried 5-0. Chief Flinner reported on the Loop Trail Advisory Committee. He said the intent was to standardize the trail, the regulations and the signage. The rules would be adopted by ordinance. Chief Flinner announced an emergency exercise was scheduled for November 19. It would be a County agency exercise, including all entities. The disaster would be a mock massive chlorine leak from the Sewer District. East Wenatchee River Trail Jennifer Olsen, the city consultant regarding the river trail, ' said the city had been selected for the ISTEA grant funding. She listed the procedure and requirements the city would be involved in and the accountability required by the different departments to accomplish the task. Ms. Olsen proposed a contract of her services to the city of a flat monthly rate of $1850 to complete the project. Council Action: A motion was made by Councilmember Lacy, second by Councilmember McArthur to agree to contract with JAO Project Coordination for $1850 per month flat rate. The terms of the contract will be reviewed by Legal Counsel before beginning the project. The motion carried 5-0. CONSENT CALENDAR Council Action: A motion was made by Councilmember Hendricks, second by Councilmember Nash to approve the Consent Calendar as presented and as the following items were listed. The motion carried 5-0. 1. Consideration of Minutes - Regular Session, November 2, 1992. 2. Mayor Collings read first reading. 92-11-07 First reading of an ordinance adopting the City of East Wenatchee budget for 1993 Mayor Collings read first reading. INTERLOCAL AGREEMENT Clerk Treasurer Oestreich said the interlocal had been updated by Canfield and Associates. It changed the Board of Directors and gave more power to the member cities. Ms. Oestreich said she had reviewed the interlocal with Bob Mitchell, the city's insurance agent, and with Rex Mather, Canfield's representative. She said she was comfortable with the changes; the changes had been sent to the attorney and had also been reviewed and approved by the Association's attorney. Council Action: A motion was made by Councilmember Mikow, second by Councilmember Hendricks to approve the interlocal with Cities Insurance Association of Washington and authorize the Mayor to sign the interlocal. The motion carried 5-0. COUNCIL REPORTS AND UPDATES Councilmember Mikow asked Chief Flinner about the juvenile loitering situation at the mall. He said he had received calls regarding concerns. Chief Flinner said he monitored the area constantly and felt the situation had improved. He would continue to review the situation. Councilmember Mikow also cautioned Council on approving building lots and subdivisions that were not sensitive to the soils in relations to storm runoffs. Size of building lots, use of visquine and landscaping should be of high concern. Councilmember Lacy said he had attended the first Chamber Board Meeting as the City's Ex Officio member. He said he was impressed and pleased. MAYOR'S REPORT Mayor Collings said four good candidates had been interviewed for the City Planner position.
