SEPTEMBER 21, 1992

(This meeting was recorded and will be retained at City Hall for
a period of six years from the date of the meeting.)
ROLL CALL
Councilme'bers Present: Councilmember Hendricks, Councilmember
McArthur, Councilmember Nash, Mayor Collings. Councilmember
Mikow excused as absent, Councilmember Lacy absent.
Staff Present: Virginia Oestreich, Nick Wiltz, Linda Countryman,
Charles Zimmerman, John Flinner.
PLEDGE OF ALLEGIANCE
CITIZEN COMMENTS
Lora C. Green, 1200 Eastmont Avenue, again asked for Council
assistance regarding guardrail and reflectors on Eleventh Street
as it crosses the Highline Canal below Eastmont Avenue. This is
due to the difficulty of traffic vision, particularly at night.
Mayor Collings informed her that Superintendent Goodman was
researching and working on the problem. Ms. Green will be kept
informed of the process.
Council Action: A motion was made by Councilmember McArthur,
second by Councilmember Nash to approve the Consent Calendar as
presented and as the following items were listed. The motion
carried 3-0.
1. Consideration of Minutes - Regular Session, September 8, 1992.
Special Session, September 10, 1992.
3. Consideration of Bills
Vouchers audited and certified by the auditing officer as
required by RCW 42.24.080. and those expense reimbursement claims
certified as required by RCW 42.24.090, have been recorded on a
listing which has been made available to Council.
As of this date, September 21, 1992, payment voucher numbers
13163 through 13190, in the amount of $12,818.91. are submitted
to Council for approval.

ORDINANCES
92-09-01 Second reading of an ordinance amending portions of
Title 17, Zoning relating to Home Occupations
Council Action: A motion was made by Councilmember Hendricks,
second by Councilmember Nash to approve second reading and pass
the ordinance. The motion carried, 3-0.
ORDINANCE NO. 92-10
AN ORDINANCE OF THE CITY OF EAST WENATCHEE, WASHINGTON,
AMENDING PORTIONS OF TITLE 17, "ZONING", REGULATING
HOME OCCUPATIONS AND THE ISSUANCE OF HOME OCCUPATIONS
PERMITS, CONTAINING A SEVERABILITY CLAUSE AND SETTING
AND EFFECTIVE DATE.
92-09-02 Second reading of an ordinance transferring a
portion of Title 3 to Title 2, East Wenatchee
Municipal Code
Councilmember Nash said she had discussed her concerns regarding
some of the terminology of the ordinance with the city attorney.
City Attorney Zimmerman said it had not been changed, was from
old ordinances and copied as was. He recommended Section
2.36.030 Sick Leave, Item D, paragraph 2 be eliminated. A
sentence to Section 2.36.030 Sick Leave, Item A. paragraph 1 was
also added.
Clerk Oestreich said in the interest of time and because of Civil
Service, the ordinance probably should be passed. Also the
complete ordinance needed to be reviewed and revised and would
require quality time and could be done later.
Council Action: A motion was made by Councilmember Hendricks,
second by Councilmember Nash to approve second reading and pass
the ordinance subject to the recommended deletion and addition.
The motion carried, 3-0.
ORDINANCE NO. 92-11
AN ORDINANCE OF THE CITY OF EAST WENATCHEE, WASHINGTON,
TRANSFERRING CHAPTER 3.48 ENTITLED "VACATIONS, LEAVES
AND HOLIDAYS" FROM TITLE 3 OF THE EAST WENATCHEE
MUNICIPAL CODE TO TITLE 2, CHAPTER 2.36 OF THE EAT
WENATCHEE MUNICIPAL CODE AND ESTABLISHING AN EFFECTIVE
DATE.
92-09-03 Second reading of an ordinance adopting a new East
Wenatchee Municipal Code, Title 3, Civil Service
Council Action: A motion was made by Councilmember Nash, second
by Councilmember McArthur to approve second reading and pass the
ordinance. The motion carried, 3-0.
