Staff Present: Virginia Oestreich, John Flinner, Bob Goodman, Charles Zimmerman, Nick Wiltz, Linda Countryman. PLEDGE OF ALLEGIANCE DEPARTMENT REPORTS Finance Department ' City Clerk/Treasurer Oestreich said the latest codification of the East Wenatchee Municipal Code had been received and asked Council to bring in their code books so her department could do the updates for them. CONSENT CALENDAR Council Action: A motion was made by Councilmember Lacy, second by Councilmember McArthur to approve the Consent Calendar as presented and as the following items were listed. The motion carried, 5-0. 1. Consideration of Minutes - Regular Session, February 16, 1993. 2. Consideration of Bills Vouchers audited and certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified as required by RCW 42.24.090, have been recorded on a listing which has been made available to Council. As of this date, March 1, 1993. payment voucher numbers 2291 through 2326, in the amount of $48,383.46, are submitted to I Council for approval. Payment voucher numbers 2290 and 2315 were voided. - 1 - 0 PRESENTATIONS ' Ron Sharp, Wenatchee Valley Mall, Inc., and Jim Brown, Realtor, spoke on the recent sale of the Wenatchee Valley Mall. Mr. Brown said future plans were tentative but could include the acquisition of additional property; the realignment of Baker Avenue through to Third Street Northeast; and upgrading the intersection of Third Street Northeast and Valley Mall Parkway. He said additional property would be essential for expansion and to address parking needs. Mr. Brown showed tentative plans for remodeling and expanding the mall. Mr. Sharp said work on the mall would begin soon. Hopefully, completion would be in time for the Apple Blossom Festival. Immediate plans include relighting and resurfacing of the parking lots; repainting and new signage; landscaping; and a bus shelter. Blaine Delaney, North Central Washington Resource Conservation and Development Council, gave an overview of his organization. Mr. Delaney said it was a locally run, federal rural development program. Areas covered by the program were economic development and resource conservation development which included agriculture, forestry, water management, and tourism. Mr. Delaney said there were seventeen sponsoring agencies including Chelan, Douglas, and Okanogan Counties; and the City of East Wenatchee. Mr. Delaney ' presented an example showing 1991 accomplishments of a similar organization in Western Washington. In response to a question from Councilmember Hendricks, Mr. Delaney said some of the areas of interest in Douglas County were tourism, economic development, and agriculture. ORDINANCES 93-03-01 First reading of an ordinance amending the zoning map related to property located at 250 NE Eighth Street, called the Nickels property Mayor Collings read first reading. 93-01-01 Second reading of an ordinance implementing a new taxicab licensing procedure City Attorney Zimmerman reviewed changes to the ordinance as recommended in a letter from Joe Jackson, attorney for Courtesy Cab. Suggestions included changing the required thirty days notice of fee increases to fifteen days notice. Mr. Jackson asked that the penalty for violations be changed from misdemeanors to revocation of taxicab license. Councilmember Lacy said the impact of eight million dollars on the federal deficit had to be considered and he could not support a project that would increase deficit spending. Councilmember Mikow said a good transportation system was necessary to promote tourism in the Wenatchee Valley and he was in favor of the grant monies. Councilmember Nash asked Sue Barker, Wenatchee Area Visitor and Convention Bureau, to give an update on the 1993 Balloon Chase. Ms. Barker said the Balloon Chase would take place March 5, 6, and 7. She distributed programs for the event. Some of the activities included the Pilot Barbeque and the Lip Sync at the Wenatchee Convention Center. MAYOR'S REPORT Mayor Collings said she had received a letter from Jim Telford, owner of Telford's Chapel of the Valley. Mr. Telford said he would like to donate a marble vault to the new city hall to be used as a time capsule. Council agreed by consensus to accept the donation. Mayor Collings said she would be attending the Regional Solid Waste Advisory Committee Meeting on March 10. She distributed information packets to Council regarding issues to be discussed and asked Council to contact her with any comments or suggestions. Mayor Collings asked for Council's authorization to sign an interlocal agreement for surface transportation funds from the ISTEA program. The funds could be used for street improvement projects and would include urban areas outside the city limits. Council Action: A motion was made by Councilmember Hendricks, second by Councilmember Nash to authorize the Mayor to sign an interlocal agreement for surface transportation funds from the ISTEA program. The motion carried, 5-0. Mayor Collings said Jennifer Olsen, project coordinator for the East Wenatchee Riverfront Trail Project, had asked her to request Council's authorization to sign a contract with S. Chamberlain and Associates for engineering services.
