(This meeting was recorded and will be retained at City Hall for a period of six years from the date of the meeting.) ROLL CALL Councilmembers Present: Councilmember Hendricks, Councilmember McArthur, Councilmember Nash, Councilmember Lacy, Councilmember Mikow, Mayor Collings. Staff Present: Virginia Oestreich, Gil Sparks, Bob Goodman, John Flinner, Nick Wiltz, Linda Countryman. PLEDGE OF ALLEGIANCE CONSENT CALENDAR Council Action: A motion was made by Councilmember McArthur, second by Councilmember Lacy to approve the Consent Calendar as presented and as the following items were listed. The motion carried, 5-0. 1. Consideration of Minutes - Regular Session, December 21, 1992. 2. Consideration of Bills Vouchers audited and certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified as required by RCW 42.24.090, have been recorded on a listing which has been made available to Council. As of this date, January 4, 1993, payment voucher numbers 2103 through 2129, in the amount of $25,892.27, are submitted to Council for approval. Payment voucher numbers 2101 and 2102 were voided. PUBLIC HEARING AND RESOLUTION 92-12-02 A public hearing and resolution amending the City's Six -Year Transportation Plan Mayor Collings said the resolution was an amendment to the City's current Six -Year Transportation Plan adding the East Wenatchee Riverfront Trail Project. Mayor Collings opened the public hearing at 6:35 p.m. The public hearing was closed at 6:36 p.m. Council Action: A motion was made by Councilmember Lacy, second ' by Councilmember Mikow to amend the City's Six -Year Transportation Plan to include the Riverfront Trail Project. Ms. Oestreich said the necessary corrections would be made and second reading of the ' ordinance would be at the next Council Meeting on January 19. 93-01-02 First reading of an ordinance confirming the creation of the East Wenatchee Police Department Mayor Collings read first reading. City Clerk/Treasurer Oestreich said this was a housekeeping item; a requirement for the police department's accreditation. RESOLUTIONS 93-01-03 A resolution designating the Douglas County Empire Press as the City's official newspaper Councilmember McArthur asked if the Douglas County Empire Press had been satisfactory during the past year. City Clerk/Treasurer Oestreich said she was very pleased with the service received from the Douglas County Empire Press during 1992. She said the Wenatchee World would be used if the Douglas County Empire Press was unable to publish timely. Council Action: A motion was made by Councilmember Mikow, second ' by Councilmember Nash to designate the Douglas County Empire Press as the City's official newspaper for 1993. The motion carried, 5-0. RESOLUTION 93-2 A RESOLUTION OF THE CITY OF EAST WENATCHEE, WASHINGTON. DESIGNATING THE DOUGLAS COUNTY EMPIRE PRESS AS THE OFFICIAL NEWSPAPER OF THE CITY OF EAST WENATCHEE FOR THE PURPOSE OF PUBLISHING ORDINANCES AND LEGAL NOTICES. 93-01-04 An interim interlocal and resolution providing for Solid Waste administration Mayor Collings said there had been several meetings of Chelan -Douglas County cities regarding solid waste administration. An interim interlocal agreement for Solid Waste administration would keep the counties and cities in compliance with Washington state law by the first of the year. Council Action: A motion was made by Councilmember Lacy, second by Councilmember McArthur to adopt an interlocal agreement providing for solid waste administration. Me said the meetings were very informative and he had been appointed to the Legislative Committee. Councilmember Mikow suggested contacting the new Douglas County Commissioners on behalf of the City and inviting them to a council meeting. Mayor Collings said she would send a letter of invitation to the commissioners in Waterville. MAYOR'S REPORT Mayor Collings said she had contacted Jess Montoya Appraisals and the appraisals on the city properties should be available soon. Mayor Collings said Marie Erikson, ambassador for the Wenatchee Area Chamber of Commerce, asked the City of East Wenatchee to become a member of the Chamber. She said the annual fee was one hundred fifty dollars for membership. Council agreed by consensus to authorize payment and membership in the Wenatchee Area Chamber of Commerce.
