Councilmembers Presents Councilmember Hendricks, Councilmember
Nash, Councilmember McArthur, Councilmember Lacy, Mayor Collings.
Councilmember Hikow excused.
Staff Presents Virginia Oestreich, Bob Goodman, Nick Wiltz,
Linda Countryman, Stuart Campbell, Chuck Zimmerman, John Flinner,
Gil Sparks.
PLEDGE OF ALLEGIANCE
The oath of office for East Wenatchee Councilmembers Hendricks
and Lacy was administered by Mayor Collings.
CITIZEN COMMENTS
Susan Barker, Wenatchee Visitor and Convention Bureau, gave a
report on the bureau's plans for 1994 noting the bureau had
received a grant from GTE relating to the valley's ski season.
DEPARTMENT REPORTS
Maintenance
Superintendent Goodman reported on the 8th and 9th Street
Project. He said, in proceeding with Phase I. a box culvert
would be built over the canal. WSDOT specifications had been
received, and the project was in the bid process to be opened
December 29, 1993.
Councilmember Lacy asked how the Department of Transportation
compared as to Engineering costs in relation to the private
market, could we do these projects without going to bid for the
engineering because of the DOT being a different type of agency;
and can the DOT legally compete with public enterprise?
Hr. Goodman responded the city did not have to go through the bid
process because the DOT was overseeing the project; services cost
less with the DOT or were consistent with the private market.
CONSENT CALENDAR
Council Action, A motion was made by Councilmember McArthur,
second by Councilmember Lacy to approve the Consent Calendar as
presented, and as the following items were listed. The motion
carried unanimously, 4-0.

3. 93-12-03 Cabaret License for 5 T's for 1994
Vouchers audited and certified by the auditing officer as
required by RCW 42.24.080, and those expense reimbursement claims
certified as required by RCW 42.24.090, have been recorded on a
listing which has been made available to Council.
As of this date, December 20. 1993, payment voucher numbers 3150
through 3205. in the amount of $110,612.26, are submitted to
Council for approval. Warrant number 3151 was voided.
DISCUSSION
93-12-04 Quest for Economic Development - request for funds
Councilmember Lacy said he was against any organization requiring
a nine page contract for such a small amount of dollars.
Councilmember Nash said a large amount of money had been
committed by the community and there seemed to be little
accountability up to this point. Councilmember Hendricks said he
was against the request since tourism was not one of the issues
addressed by Quest. Councilmember McArthur agreed with council.
Council Action: A motion was made by Councilmember Lacy, second
by Councilmember Hendricks to deny Quest's request for funding
for 1994. The motion carried unanimously, 4-0.
ORDINANCE
93-12-05 First reading of an ordinance amending East Wenatchee's
budget for 1993
Clerk/Treasurer Oestreich requested Council, if they approved the
amendment, to hold both readings of the ordinance.
Council Action, A motion was made by Councilmember Lacy, second
by Councilmember McArthur to elevate first reading to second
reading and pass the ordinance. The motion carried unanimously,
4-0.

Councilmember Hendricks recommended Councilmember Nash be
' appointed as Mayor Pro Tem. Council agree unanimously, 4-0.
