PLEDGE OF ALLEGIANCE PROCLAMATION - Retired Teachers Appreciation Day - Key Club Week Mayor Collings read proclamations declaring November 21, 1993 as Retired Teachers Appreciation Day and November 7 through 13. 1993 as Key Club Week in East Wenatchee. CONSENT CALENDAR Council Action: A motion was made by Councilmember Hendricks, second by Councilmember McArthur to approve the Consent Calendar as presented, and as the following items were listed. The motion carried unanimously, 5-0. 1. Consideration of Minutes - Regular Session, October 18, 1993. 2. Consideration of Bills Vouchers audited and certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified as required by RCW 42.24.090, have been recorded on a listing which has been made available to Council. He said the summary was incorrect; noting East Wenatchee was a non -charter code city, established in 1969 and; the operation of off-street parking was not prohibited by cities; however city's are not required to provide off-street parking for businesses. Mr. Zimmerman said the East Wenatchee Municipal Code required new developments or businesses to provide adequate parking and added the present businesses probably were "grandfathered" in and were non -conforming use. Mr. Zimmerman cited three options for the businesses. 1) form a Parking and Business Improvement District; 2) do a Downtown Local Improvement District; or have the city form a Street Utility. His recommendation was number one. The Downtown Revitalization Committee Chairperson Symmonds submitted statements from business owners as to why the sale of the parking lot would be detrimental to the local businesses and submitted pages of signatures from customers supporting the parking lot property stay as it is. After reviewing the statements from the business owners, Council discussion followed. Councilmember Hendricks said he believed government should stay out of private business and the parking lot needed to be surplussed and sold. Councilmember Mikow said he felt a responsibility to help solve the problem, however the city was under no obligation to provide parking. Mr. Mikow said the statements from most of the business owners sounded like they were going out of business already. Councilmember Lacy said he was not getting an answer to his question as to why the business and or property owners did not buy the parking lot themselves. He said the businesses had been given parking for the last fifteen years and now it was time for the businesses to take responsibility and do something. No more free parking. The following business owners spoke, again, in favor of the city retaining the property as a parking lot for the businesses: Lou Symmonds, Richard Garlini, Dwight McKee, Virginia McKee and Allen Lake.
