ROLL CALL
Councilmembers Present: Councilmember Hendricks, Councilmember
Lacy, Councilmember McArthur, Councilmember Mikow, Councilmember
Nash, Mayor Collings.
Staff Present: Virginia Oestreich, John Flinner, Nick Wiltz,
Linda Countryman, Stuart Campbell, Chuck Zimmerman, Ray Yarnell.
PLEDGE OF ALLEGIANCE
PROCLAMATION - Business Women's Week
Mayor Collings read a proclamation declaring the week of October
18 thru October 22 as Business Women's Week in East Wenatchee.
CONSENT CALENDAR
Council Action: A motion was made by Councilmember Hendricks, ,
second by Councilmember Nash to approve the Consent Calendar as
presented, and as the following items were listed. The motion
carried unanimously, 5-0.
1. Consideration of Minutes - Regular Session, October 4, 1993.
2. Consideration of Bills
Vouchers audited and certified by the auditing officer as
required by RCW 42.24.080, and those expense reimbursement claims
certified as required by RCW 42.24.090, have been recorded on a
listing which has been made available to Council.
As of this date, October 18. 1993, payment voucher numbers 2981
through 3032, in the amount of $53,883.18, are submitted to
Council for approval.
Council does approve payroll voucher numbers 11815 through 11851,
in the total amount of $77,710.97 paid October 5, 1993. for the
month of September, 1993.

ORDINANCE
93-10-01 Second reading of an ordinance establishing a Community
Police Advisory Board
Council Action: A motion was made by Councilmember Lacy, second
by Councilmember Mikow to approve the ordinance establishing a
Community Police Advisory Board. The motion carried, 3-2 (Nash,
Hendricks).
ORDINANCE NO. 93-13
AN ORDINANCE OF THE CITY OF EAST WENATCHEE,
WASHINGTON ADDING A NEW CHAPTER 2.40 TO THE EAST
WENATCHEE MUNICIPAL CODE, CREATING A COMMUNITY
POLICE ADVISORY BOARD, PROVIDING FOR THE MEMBERSHIP
THEREOF, AND ESTABLISHING AN EFFECTIVE DATE.
93-10-04 First reading of an ordinance amending Chapter 2.36 of
the East Wenatchee Municipal Code
City Clerk Oestreich said the correct amount of hours earned per
month is 6.67.
Mayor Collings read first reading.
MAYOR'S REPORT
Mayor Collings said the Solid Waste Advisory Committee was
holding a public forum on October 28. She asked Council to
attend if possible.
Mayor Collings said the Housing Authority was having a board
meeting on October 28 from three to five p.m. and Council was
invited to attend. There would also be a tour of some of their
housing. The meeting will be at 1120 9th Street in Wenatchee.
Mayor Collings said she needed information from Council about
Jennifer Olsen's contract regarding the trail. Maintenance
Supervisor Goodman and City Planner Campbell both felt they could
handle the process from this point on. Mr. Campbell said he had
talked to Ron Selstead, WSDOT and they are available to help
through construction. The committee will continue to meet, and
Mr. Campbell or Mr. Goodman would be the contact person in
charge. Council agreed by consensus to this arrangement and Ms.
Olsen's contract will not be renewed.
Mayor Collings asked for discussion regarding Nick Wiltz's
contract for the construction of the city hall. Councilmember
Mikow expressed concern regarding the liability to the city if an
error should happen. City Attorney Zimmerman said there was risk
' involved and the liability would lie with the city.
