ROLL CALL
Councilmembers Present: Councilmember Hendricks, Councilmember
Nash, Councilmember Mikow, Councilmember McArthur, Councilmember
Lacy, Mayor Collings.
Staff Present: Virginia Oestreich, Bob Goodman, Stuart Campbell,
Chuck Zimmerman, John Flinner, Bruce Nash, Ray Yarnell, Randy
Webley, Randy Harrison, Chet Virnig, Linda Countryman.

DEPARTMENT REPORTS
Police
Chief Flinner informed Council that the K-9 dog, Dino, had been
diagnosed with Cushings disease and would be unable to perform
his duties in the future. Chief Flinner said Dino was a ,
possession of the city and there would be more medical bills. He
asked Council to give Dino to Officer Webley, pay for the current
bills, and future bills for tests. When Officer' Webley took
ownership of Dino, he would then assume responsibility of the
costs.
Chief Flinner said an account had been opened at Columbia Bank
for donations for another K-9 unit. Jim West would become the
new K-9 Officer if and when another dog was available. He said
the funding looked very positive at this time.
Chief Flinner asked Council for a decision on whether the city
wanted another K-9 unit and if they would approve medical costs
for Dino at this time as well as giving Dino to Officer Webley.
In response to questions from Councilmembers Hendricks and Lacy,
Chief Flinner said, a K-9 unit was important because the very
presence of the animal diffuses problems, and the jeep used for
the present K-9 would be kept for another four years. He
displayed hats and shirts that are available for sale for the
promotion of another K-9 unit.
Council Action: A motion was made by Councilmember Lacy, second
by Councilmember Nash to allow for medical bills for tests for
Dino,'approve the process for obtaining another K-9 dog and give
Dino to Officer Webley. The motion carried unanimously, 5-0.

CONSENT CALENDAR
Council Action: A motion was made by Councilmember Hendricks,
second by Councilmember Lacy to approve the Consent Calendar as
presented, and as the following items were listed. The motion
carried unanimously, 3-0.
1. Consideration of Minutes - Regular Session, January 3, 1994.
2. Consideration of Bills
Vouchers audited and certified by the auditing officer as
required by RCW 42.24.080, and those expense reimbursement claims
certified as required by RCW 42.24.090, have been recorded on a
listing which has been made available to Council.
As of this date, January 18. 1994, payment voucher numbers 3244
through 3308, for 1993 and 1994 payables, in the amount of
$147,127.56, are submitted to Council for approval. Warrant
number 3292 was voided.
Payroll voucher numbers 11993 through 12047, in the total amount
of $83,918.85 paid January 5, 1994, for the month of December,
1993. Payroll warrant numbers 12001 and 12031 were voided.
RESOLUTION
94-01-01 A resolution establishing a small works roster for East
Wenatchee
The correct resolution had been presented to Council for their
review. Councilmember Hendricks said he would vote against the
resolution as he felt one hundred thousand dollars was too high
an amount for establishing a list and could give unfair
advantages. Councilmember McArthur requested when the
publications for the small works rosters were advertised, they be
published in both papers, and maybe even outside the area.
Council Action: A motion was made by Councilmember Mikow, second
by Councilmember McArthur to approve the resolution for a small
works roster for East Wenatchee. The motion carried, 4-1,
(Hendricks).

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST
WENATCHEE, WASHINGTON, ESTABLISHING A SMALL WORKS
ROSTER.
94-01-02 A resolution designating East Wenatchee's official
newspaper
Council Action: A motion was made by Councilmember Mikow, second
by Councilmember Lacy to approve the resolution designating the
Douglas County Empire Press as East Wenatchee's official
newspaper. The motion carried unanimously, 5-0.

CITY OF EAST WENATCHEE COUNCIL MINUTES JANUARY 18, 1994
William Grimes, Studio Cascade, from Omak, had been contracted
with Douglas County to put the program together, such as correct
addresses to coincide with East Wenatchee. He explained how fast
the system works, the advantages of it and the different entities
that will benefit, such as the fire districts, emergency medical
services, etc.
Councilmember Nash expressed some concern regarding lines being
vulnerable because of diverse routing. Mr. Grimes said this is
why the study is being done, to look at all the different options
and develop standards.
Chief Flinner said all East Wenatchee 911 calls should be
dispatched directly to East Wenatchee.
Sheriff LaRouche said .a resolution would be requested from
Council at a later date supporting the Enhancement 911.
COUNCIL REPORTS AND UPDATES
Councilmember Mikow commented on Wenatchee passing a cruising
ordinance. He asked what the city would be doing when the
problem crossed the river to the eastside. Mayor Collings said
she had attended a meeting with Chief Flinner regarding this.
Different ordinances were being reviewed and conditions set as to
criteria. The issue was seriously being addressed and Council
would be informed.
Councilmember Hendricks said LINK issues were critical, such as
the multimodal issue. He was recommending Councilmember Lacy be
appointed to the LINK board, since he had expressed interest.
Council approved, by consensus, Councilmember Lacy being
appointed to the LINK board, Councilmember Hendricks as
alternate; and Mayor Collings would send an official letter
informing LINK of the decision.
Councilmember Lacy presented Council with a proposal for the
creation of the city's own attorney. He said he was justified in
doing this as a natural step in the growth of the city. The
issue will be discussed at the Council retreat.
The Council retreat will be held at the Four Season's Inn on
January 25, 1994 at 4 p.m.
