ROLL CALL
Councilmembers Present: Councilmember Hendricks, Councilmember
Nash, Councilmember Mikow, Mayor Collings. Councilmember
McArthur and Lacy excused.
Staff Present: Virginia Oestreich, Bob Goodman, Nick Wiltz,
Stuart Campbell, Chuck Zimmerman, John Flinner, Bruce Nash, Ray
Yarnell, Randy Webley.

DEPARTMENT REPORTS
Maintenance
' Superintendent Goodman reported on the bid process for the box
culvert for the 8th and 9th Street Project. He said, in
proceeding with Phase I, a box culvert would be built over the
canal. The engineers had reviewed the bids, as well as WSDOT.
The recommendation was to award to Airborne Contractors, with a
low bid of $27,720. References and good comments had been
received on the firm and completion date would be approximately
March 1, 1994.
Council Action: A motion was made by Councilmember Mikow, second
by Councilmember Nash to award the bid to Airborne Contractors
for the box culvert to built in relation to Phase I of the Sth
and 9th Street Connection. The motion carried unanimously, 3-0.
CONSENT CALENDAR
Council Action: A motion was made by Councilmember Hendricks,
second by Councilmember Nash to approve the Consent Calendar as
presented, and as the following items were listed. The motion
carried unanimously, 3-0.
1. Consideration of Minutes - Regular Session, January 3, 1994.
2. Consideration of Bills
Vouchers audited and certified by the auditing officer as
required by RCW 42.24.080. and those expense reimbursement claims
certified as required by RCW 42.24.090. have been recorded on a
listing which has been made available to Council.

RESOLUTION

94-01-01 A resolution establishing a small works roster for East
Wenatchee
Council determined they had not received the latest draft of the
resolution regarding a small works roster. The item was tabled
until the January 18 meeting for time for review.
ORDINANCE
93-12-06 Second reading of an ordinance amending the East
Wenatchee Municipal Code regarding property located at
Highline and Simon Street
Council Action: A motion was made by Councilmember Hendricks,
second by Councilmember Nash to approve the rezone amending the
East Wenatchee Municipal Code and pass the ordinance. The motion
carried unanimously, 3-0.
ORDINANCE NO. 94-1
AN ORDINANCE OF THE CITY OF EAST WENATCHEE, WASHINGTON.
AMENDING THE OFFICIAL ZONING MAP OF THE CITY TO CHANGE
THE ZONING DESIGNATION ON CERTAIN REAL PROPERTY
GENERALLY DESCRIBED AS 106 HIGHLINE DRIVE WITHIN THE
CITY FROM "R-L RESIDENTIAL DISTRICT TO A "C-M
COMMERCIAL DISTRICT" AND ESTABLISHING AN EFFECTIVE
DATE.
COUNCIL REPORTS AND UPDATES
Councilmember Hendricks reported on LINK, saying there was no
term limits on LINK board membership. He said a new
representative should be appointed. Mayor Collings said a
discussion should be held regarding LINK and the different issues
involving the system, at the next meeting when there would be a
full Council.
Councilmember Mikow said he was excited about the annexation and
that there were citizens out there interested in being a part of
East Wenatchee. He noted, however, that future planning and
transportation issues could not stop with just one street, the
areas of concern were much larger. Council needed to look to the
future to avoid one giant traffic problem.
