ROLL CALL Councilmembers Present: Councilmember Mikow, Councilmember Nash, Councilmember Hendricks, Councilmember McArthur, Councilmember Lacy, Mayor Collings. Staff Present: Virginia Oestreich, Bob Goodman, Stuart Campbell, Nick Wiltz, John Flinner, Dana Barnard, Linda Countryman, Bruce Nash, Charles Zimmerman. PLEDGE OF ALLEGIANCE CONSENT CALENDAR Council Action: A motion was made by Councilmember Hendricks, second by Councilmember McArthur to approve the Consent Calendar as presented, and as listed below. The motion carried unanimously, 5-0. 1. Consideration of Minutes - Regular Session, December 5, 1994 2. Consideration of Bills Vouchers audited and certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified as required by RCW 42.24.090, have been recorded on a listing which has been made available to Council. As of this date, December 19, 1994, payment voucher numbers 4300 through 4371 in the amount of $74,153.50, are submitted to Council for approval. Council does approve payroll voucher numbers 12604 through 12664 paid December 5, 1994, for the month of November 1994, in the total amount of $102,124.15. DEPARTMENT REPORTS Planning City Planner Campbell said he was planning to change the permit application process. He will be incorporating a timeframe to allow enough time to get the process completed. r CITY OF EAST WENATCHEE COUNCIL MINUTES DECEMBER 19, 1994 Mr. Campbell said he met with Douglas County to discuss ' development issues regarding properties being annexed into the city which would include the River Trail and a pending Planned Unit Development. ORDINANCES 94-12-01 Second reading of an ordinance setting East Wenatchee employees salaries for 1995 Mayor Collings read second reading. Council Action: A motion was made by Councilmember Lacy, second by Councilmember Mikow to approve the ordinance setting salaries for East Wenatchee employees. The motion carried, 4-1. (Hendricks) ORDINANCE NO. 94-18 AN ORDINANCE OF THE CITY OF EAST WENATCHEE, WASHINGTON, AMENDING ORDINANCE NO. 93-16 AND FIXING AND CONFIRMING THE SALARIES AND COMPENSATION TO BE PAID TO CERTAIN OFFICIALS AND EMPLOYEES OF THE CITY OF EAST WENATCHEE DURING THE YEAR 1995. 94-12-02 Second reading of an ordinance adopting East Wenatchee's budget for 1995 Mayor Collings read second reading. City Clerk Oestreich, noted a correction to page 14 of the budget summary correcting the dates of the property tax ordinance. Council Action: A motion was made by Councilmember Lacy, second by Councilmember Mikow to approve the ordinance adopting East Wenatchee's budget for 1995. The motion carried, 4-1. The motion carried unanimously, 5-0. Mayor Collings read first and second reading. ORDINANCE NO. 94-23 AN ORDINANCE OF THE CITY OF EAST WENATCHEE, WASHINGTON, AMENDING THE OFFICIAL ZONING MAP OF THE CITY TO CHANGE THE ZONING DESIGNATION ON CERTAIN REAL PROPERTY LOCATED AT THE GRANT ROAD TERMINUS, COMMONLY KNOWN AS THE TOP FOODS AND FOUR SEASONS PROPERTIES, FROM "W-I WAREHOUSING AND INDUSTRIAL DISTRICT" TO "C-M COMMUNITY COMMERCIAL DISTRICT" ZONING AND SETTING AN EFFECTIVE DATE. RESOLUTION 94-12-07 A resolution supporting the Douglas County Sewer District's General Sewer Plan ' Mayor Collings requested the Urban Growth Boundary be included in the resolution. City Attorney Zimmerman suggested adding; "subject to the Douglas County Sewer District changing its long range planning service area boundary to coincide with the final Urban Growth Boundary established by Douglas County." Roger Ray, Douglas County Sewer District manager, went into detail, showing Council the legal boundaries as well as detailing the districts future plans. Council Action: A motion was made by Councilmember Mikow, second by Councilmember McArthur to adopt the resolution supporting the Douglas County Sewer District's General Sewer Plan and adding the service plan to coincide with the final Urban Growth Boundary. The motion carried unanimously, 5-0.
