Councilmembers Present: Councilmember Hendricks, Councilmember
McArthur, Councilmember Lacy, Councilmember Mikow, Councilmember
Nash, Mayor Collings.
Staff Present: Virginia Oestreich, Bob Goodman, Stuart Campbell,
Dana Barnard, John Flinner, Darin Bender, Lennie Breckenridge,
Greg Wendt, Charles Zimmerman.
PLEDGE OF ALLEGIANCE
CONSENT CALENDAR
Council Action: A motion was made by Councilmember Hendricks,
second by Councilmember Lacy to approve the Consent Calendar as
presented, and as listed below. The motion carried unanimously,
5-0.
1. Consideration of Minutes - Regular Session, November 21, 1994
2. Consideration of Bills
Vouchers audited and certified by the auditing officer as
required by RCW 42.24.080, and those expense reimbursement claims I
certified as required by RCW 42.24.090, have been recorded on a
listing which has been made available to Council.
As of this date. December 5, 1994, payment voucher numbers 4270
through 4299 in the amount of $32.474.94, are submitted to
Council for approval.
ORDINANCES
94-12-01 First reading of an ordinance setting East Wenatchee
employees salaries for 1995
Mayor Collings read the first reading.
Councilmember Nash asked for the five step plan to be part of the
salary ordinance. The salary ordinance will be changed to
include the step plan and both readings will be at the December
19 meeting.

94-12-02 First reading of an ordinance adopting East
Wenatchee's budget for 1995
Mayor Collings read first reading.
94-12-03 First reading of an ordinance annexing property
known as the Hlean Annexation into East Wenatchee
Mayor Collings read first reading.
Mayor Collings opened discussion for public opinions and
questions.
The following persons had questions, however were not objecting
to the annexation:
Steve Johnson, 1602 N. Aurora
Ron Ensign, 1816 Eastmont Avenue
Lowell Sperline, 1630 Sunset Highway
Darlene Frack, 351 19th N.E.
Dick Vickers, 1702 N. Anne
Larry Frack, 351 19th N.E.
Chris Stevens, 1606 N. Aurora
Jerry Cook, Country Club Drive, asked if revenue received from
the annexation would cover the cost of additional employees and
equipment the city would need to maintain the annexation area.
Dave Stufflebeam, 1601 N. Aurora, said the additional area added
to the original annexation should be petitioned.
Speaking against the annexation were:
Dean Gill, 501 N. 19th
Mike Kelley, resident
Chuck Zimmerman, City Attorney explained the annexation
procedure.
Mayor Collings said the second reading would be at the December
19th Council Meeting.
RECOMMENDATION
94-12-04 Planning Commission's recommendation to approve the
final development plan of Mission View Development
Council Action: A motion was made by Councilmember Lacy, second
by Councilmember Nash, to approve the final plans for the Mission
View Development. The motion carried unanimously, 5-0.

Council Action: A motion was made by Councilmember Lacy, second
by Councilmember Nash to appoint Evelyn Brent to the network
committee representing East Wenatchee. The motion carried
unanimously, 5-0.
COUNCIL REPORTS AND UPDATES
Councilmember Nash asked if the Employee Handbook could be
approved on record.
Council Action: A motion was made by Councilmember Nash, second
by Councilmember Lacy to approve the Employee Handbook as
presented. The motion carried, 5-0.
Councilmember Lacy reported on LINK's budget process. The currant
.04 percent sales tax could be reduced to .03 percent. Mr. Lacy
said the tax could eventually phase out.
Councilmember Lacy asked about the storm water study committee.
He said council needed to stay involved.
EXECUTIVE SESSION
Mayor Collings called a fifteen minute executive
regarding potential litigation and negotiations.
