(This meeting was recorded and will be retained at City Hall for a period of six years from the date of the meeting.) ROLL CALL Councilmembers Present: Councilmember Nash, Councilmember Hendricks, Councilmember McArthur, Councilmember Lacy, Councilmember Mikow, Mayor Collings. PLEDGE OF ALLEGIANCE ' CITIZEN COMMENTS Steve Johnson, 1602 North Aurora, expressed concerns of being annexed into the city without the opportunity to be heard. He recommended the city petition the area and offer the residents a chance to express how they feel about the annexation. Paige Boling said a committee was working with the Reclamation District to keep the canal road open for non vehicular use, such as walking. She asked for Council support. Pat Scofield, Empire Press, shared the picture of East Wenatchee that will be on the cover of the winter Discover East Wenatchee edition. Ms. Herres said the Chamber produced a Buy ' Recycled product guide to inform the community where to purchase recycled products. ORDINANCE 94-11-01 First reading of an ordinance setting property taxes for East Wenatchee for 1995 Mayor Collings asked for both readings of the ordinance. Council Action: A motion was made by Councilmember Lacy, second by Councilmember Mikow, to elevate first reading of the ordinance to second reading. The motion carried unanimously, 5-0. ORDINANCE 94-16 AN ORDINANCE OF THE CITY OF EAST WENATCHEE, WASHINGTON, LEVYING THE GENERAL TAXES FOR THE CITY OF EAST WENATCHEE FOR THE FISCAL YEAR COMMENCING JANUARY 1, 1995, ON ALL PROPERTY, BOTH REAL AND PERSONAL IN SAID CITY WHICH IS SUBJECT TO ' TAXATION FOR THE PURPOSE OF PAYING SUFFICIENT REVENUE TO CARRY ON THE SEVERAL DEPARTMENTS OF SAID CITY FOR THE ENSUING YEAR AS REQUIRED BY LAW, AND SETTING AN EFFECTIVE DATE. 94-11-02 First reading of an ordinance establishing a Municipal Court in the City of East Wenatchee Mayor Collings asked for both readings of the ordinance. Council Action: A motion was made by Councilmember Lacy, second by Councilmember Hendricks, to elevate first reading of the ordinance to second reading. The motion carried unanimously, 5-0. City Attorney Zimmerman explained the differences in appointing a judge and electing a judge. He said the part-time appointed judge would work a minimum of sixteen hours a week. However, when the position requires the judge to work more than thirty-five hours, the position then becomes elected. Council Action: A motion was made by Councilmember Lacy, second by Councilmember Hendricks, to approve the ordinance establishing a Municipal Court in the City of East Wenatchee. The builder, Rick Gilbert, said the conditions would all be met, including dedication. Council Action: A motion was made by Councilmember Hendricks, second by Councilmember Lacy to approve the Planning Commissions recommendation for the development of Corum Place. The motion carried, 4-1. (McArthur) 94-11-05 Council approval of a deferment of certain requirements regarding the property known as Wenatchee Valley Clinic City Planner Campbell said the Wenatchee Valley Clinic would like a six month extension approval of the deferment of sidewalk requirements. Council Action: A motion was made by Councilmember Mikow, second by Councilmember Lacy to approve the deferment request regarding the property known as the Wenatchee Valley Clinic. The motion carried unanimously, 5-0. MAYOR'S REPORT Mayor Collings said she had received a letter of resignation from Chief Flinner announcing his retirement in July, 1995. She added ' replacement of a new chief would begin after the first of the year. Mayor Collings said Douglas County Commissioner Blanchard contacted the city to consider a joint meeting of Councilmembers and Commissioners regarding unfunded mandates. COUNCIL REPORTS AND UPDATES Councilmember Lacy reported that LINK was starting their budget process. He had concerns of the amount budgeted for marketing and asked for Council input. Mayor Collings called a one hour executive session regarding potential litigation. Convened - 8:40 p.m. Reconvened - 9:40 p.m. Council set the 1995 budget workshop dates as November 17, 22 and 29.
