(This meeting was recorded and will be retained at City Hall for a period of six years from the date of the meeting.) ROLL CALL Councilmembers Present: Councilmember Hendricks, Councilmember Lacy, Councilmember McArthur, Councilmember Mikow, Councilmember Nash, Mayor Collings. Staff Present: Virginia Oestreich, John Flinner, Bob Goodman, Stuart Campbell, Linda Countryman, Dana Barnard, Chuck Zimmerman. PLEDGE OF ALLEGIANCE DEPARTMENT REPORTS Police Department Chief Flinner advised council that the City of Rock Island may ' wish to contract law enforcement services with the City of East Wenatchee. The city attorney said such a contract was an option however, cost, personnel, benefits and service were items open to discussion. Council agreed to consider the idea when they received further information. PROCLAMATIONS Mayor Collings read a proclamation, proclaiming May 14th as National Association of Letter Carriers National Food Drive Day. Mayor Collings read a proclamation, proclaiming May 1 through May 7, 1994 as Municipal Clerks Week. EAST WENATCHEE CHAMBER REPORT Patti Herres, East Wenatchee Chamber of Commerce Director, gave a first quarter report on chamber activities. These included the different brochures available from the East Wenatchee Chamber of Commerce which include the East Wenatchee Experience, Welcome to East Wenatchee and a new business directory, Eastern Exposure. Ms. Herres said the chamber was looking at possible grant money for funding to encourage buying of recycled office paper, and a design phase for the old downtown area. , Ms. Herres said Enhance East Wenatchee will be sponsoring a Take Pride in Your Neighborhood Day and a highway cleanup day. These events will be May 21. 1994. - 1 - I Council viewed a video of the Great Floods of the Ice Age. Ms. ' Herres said the vision is to have a geological trail from northern Montana to the Pacific Ocean showing how the ice floods developed our area. CITIZEN COMMENTS Craig Lawrence, 13th St NE and Baker Ave., presented a petition to Council. The citizens request was for East Wenatchee to vacate the parking strip along the northbound lane on Baker Avenue between 13th St NE and the first driveway to the north. This could be designated as an official LINK bus stop with no parking allowed. Mr. Lawrence said due to traffic visibility several accidents and near misses had occurred at the intersection. Police Chief Flinner and Street Superintendent Goodman said they had been investigating the intersection and agreed that something needed to be done. Council Action: A motion was made by Councilmember Lacy, second by Councilmember Hendricks to approve the citizens request to correct the intersection problem, and amend the present East Wenatchee Parking ordinance. The motion carried unanimously, 5-0. CONSENT CALENDAR Council Action: A motion was made by Councilmember Nash, second by Councilmember Hendricks, to approve the Consent Calendar as amended to reflect Councilmember Nash as abstaining from voting on Resolution No. 94-4. The motion carried unanimously, 5-0. 1. Consideration of Minutes - Regular Session, April 18, 1994. 2. Consideration of Bills. Vouchers audited and certified by the auditing officer as required by RCW 42.24.080. and those expense reimbursement claims certified as required by RCW 42.24.090. have been recorded on a listing which has been made available to Council. As of this date, May 2, 1994, payment voucher numbers 3584 through 3635, in the amount of $121,271.65, are submitted to Council for approval. Councilmember McArthur and Councilmember Nash agreed with Councilmember Lacy. COUNCIL REPORTS AND UPDATES Councilmember Mikow said he had attended a Vision Planning Study meeting to discuss a regional planning effort to elicit community options regarding the future livability of our area. This is a vision process to see what the area could become in twenty-five years. Councilmember Mikow said it should be a regional effort and he would like participation to include Douglas County Port District, Chelan County Port District, Douglas County, Chelan, Wenatchee, and East Wenatchee. Mayor Collings said information would be distributed to council. The next vision meeting will be May 25th. Councilmember Lacy expressed concern as to who selects the members of these committees adding there should be some type of selection process. City Planner Campbell thought this was a good idea as long as plans are defined as to what is to be achieved. Councilmember Hendricks asked that the curfew issue be discussed even though it had been removed from the agenda. Council agreed to open discussion. Councilmember Lacy said the problem with the ordinance is the infringement on rights; and to pass such a law on minors, data would be needed to justify such a reason. Councilmember Mikow said other cities should be contacted that have an ordinance in place to get a report on the effects of the ordinance. Councilmember Nash said if the city is going to enforce the state law the city should adopt the same. Mayor Collings said we should consider the effects a curfew ordinance would have on our juvenile center. Councilmember Lacy said we would have to prove the crimes being committed are being done by minors in order to have a curfew ordinance for minors in place. Council agreed the curfew ordinance issue would be left open for later discussion. Councilmember Lacy reported on the LINK board meeting he had attended. He said the board was working toward better understanding of LINK, especially relating to decision making, the Multi Modal Center and personnel. Councilmember Lacy said he had attended the Flood Hazard Management meeting. He was impressed with the forward movement, the focus on doing something and goals to deal with the issue.
