ROLL CALL
Councilmembers Present: Councilmember Nash, Councilmember Hendricks, Councilmember
McArthur, Councilmember Lacy, Mayor Collings. Councilmember Mikow, excused as absent.
Staff Present: Virginia Oestreich, Dana Barnard, Bob Goodman, Darin Bender, Stuart
Campbell, Randy Harrison, Nick Wiltz.
CONSENT CALENDAR
1. Consideration of minutes -- Regular Session, October 16, 1995.
Budget Workshops, October 24 & 27, 1995
2. Consideration of Bills
Council Action: A motion was made by Councilmember Lacy, second by Councilmember Nash
to approve the Consent Calendar as presented and as the following items were listed. The
motion carried 4-0.
Vouchers audited and certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified as required by RCW 42.24.090, have been recorded on a
listing which has been made available to Council.
As of this date, November 6, 1995, Council does approve warrant numbers 5389 through 5438
in the total amount of $207,395.77; and Central Stores manual warrant transfer numbers 106595
through 107195 in the total amount of $161.97.
DEPARTMENT REPORTS
Planning
City Planner Campbell reported to Council that the interviews for an annexation consultant were
complete. He said three firms had been interviewed and all were good candidates. Mr. Campbell
said the interview team recommended hiring Phillip K. Kushlan'&Associates for the project. He
said the firm had submitted a proposal of $27,880 which did not include a Capital Facilities Plan.
To add the C.F.P. it would increase $11,000 totaling $38,900. Mr. Campbell said the City had
counter offered a figure of $35,000. The firm resubmitted a proposal of $36,000 which includes
' all the travel expenses in the package.

ORDINANCE NUMBER: 95-13
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF EAST WENATCHEE
ADOPTING A MINIMUM LEVEL OF SERVICE FOR THE COLLECTION OF
DESIGNATED RECYCLABLES THROUGH A SOURCE SEPARATION RECYCLING
PROGRAM AND THE ESTABLISHMENT OF URBAN AND RURAL BOUNDARIES.
95-11-03 First reading of an ordinance adding a new chapter to the East Wenatchee
Municipal Code relating to Highway Access
Mayor Collings read the ordinance summary.
Council Action: A motion was made by Councilmember Lacy, second by Councilmember
McArthur to elevate first reading of the ordinance to second reading and pass the ordinance. The
motion carried, 4-0.

to approve the ordinance adding a new chapter to the East Wenatchee Municipal Code relating to
Highway Access. The motion carried, 4-0.
ORDINANCE NUMBER: 95-13
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF EAST WENATCHEE
WASHINGTON ADDING A NEW CHAPTER 10.48 TO THE EAST WENATCHEE
MUNICIPAL CODE, REGULATING INGRESS AND EGRESS TO THE STATE
HIGHWAY SYSTEM, WITHIN THE CITY LIMITS OF THE CITY OF EAST
WENATCHEE; CONTAINING A SEVERABILITY CLAUSE AND SETTING AN
EFFECTIVE DATE.
TOURISM COMMITTEE
95-11-04 Formation of a Tourism Promotion Advisory Committee relating to the
Hotel/Motel tax
Four Seasons owner Dave Jenkins suggested a member of Wenatchee's committee be included
on the East Wenatchee Committee. He said it would be beneficial to the entire Valley.
Marilyn Williams, East Wenatchee Chamber, said the Chamber would like to be a part of the
committee.
Councilmember Lacy asked Mayor Collings to call Wenatchee's Tourism about a member on
both committees. Mr. Lacy asked that the issue be tabled until the next meeting to find out about
the dual role on the Tourism Promotion Advisory Committee.
MAYOR'S REPORT
Mayor Collings said the solid waste collection event of recyclables had been scaled down from
biweekly to a monthly collection.
