ROLL CALL
Councilmembers Present: Councilmember Mikow, Councilmember Hendricks Councilmember
McArthur, Councilmember Lacy, Councilmember Nash, Mayor Collings.
Staff Present: Virginia Oestreich, Dana Barnard, Linda Countryman, Randy Harrison, Bob
Goodman, Nick Wiltz, Stuart Campbell, Darin Bender, Ray Yarnell, Chuck Zimmerman.
CONSENT CALENDAR
Council Action: A motion was made by Councilmember Nash, second by Councilmember Lacy
to approve the Consent Calendar as presented, and as the following items were listed. The
motion carried 4-0. .
1. Consideration of minutes -- Regular Session, September 18, 1995.
Special Session, September 25, 1995. I
2. Consideration of Bills
Vouchers audited and certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified as required by RCW 42.24.090, have been recorded on a
listing which has been made available to Council.
As of this date, October 2, 1995, Council does approve warrant numbers 5284 through 5318 in
the total amount of $16,983.70; and Central Stores manual warrant transfer numbers 105795
through 106795 in the total amount of $166.62. Warrant number 5283 was voided.
PRESENTATIONS
The following organizations made funding requests for 1996 from East Wenatchee:
Wenatchee Valley Senior Center, represented by Bonita McLean requested $5,000. She said the
Senior Center had several projects going on at ones that benefited seniors from Wenatchee and
East Wenatchee. - -— - - - -
Wenatchee Valley Humane Society, represented by Bill Meyers, requested $24,725. He said the
Humane Society had someone available twenty-four hours a day, seven days a week. He added,
the shelter had brought in two hundred eighty animals from East Wenatchee last year.

Councilmember Lacy asked Mr. Meyers Wenatchee Valley Humane Society, why there was a
twenty-three percent increase for East Wenatchee. Mr. Meyers said the amount was based on
population.
Keith Williams, representing North Central Washington Museum, made a $35,000 request.. He
said the museum had participated in East Wenatchee's Day of Decades and Art on the Avenues
displays, with one located at City Hall. He added the programs put on by the museum were for
the entire community.
Councilmember Hendricks asked Mr. Williams if the requested funds could come from
Hotel/Motel taxes rather than the General Fund. Mr. Williams said the areas where the money
would be used would not qualify for the Hotel/Motel taxes.
Melanie Shaw, Director of the Wenatchee Chamber of Commerce, asked for $15,000. She said
the chamber was working on several projects including an East Wenatchee city road map and
river trail maps.
The Cascade Loop, represented by Lary Whiteman, requested $4,000. He said a new travel
guide would include recommendations for a three day trip to a five day stay. He said the new
guide would have all new pictures and a new format. He added the current guide had received
four different awards.
' Patti Herres, director of the East Wenatchee Chamber of Commerce, made a request in the
amount of $38,500. She said the Chamber had put in new Welcome to East Wenatchee signs
and improved the entrances to the city by adding shrubs and trees. Ms. Herres said the Chamber
is working on a five year tourism plan. Other plans include educating citizens on financial
prospects of tourism.
Mayor Collings thanked all the organizations for their presentations and said they would be
considered during the budget process.
Dave Jenkins, Four Seasons, said it may appear that these organizations overlap each other by
what they are achieving, however they all provide separate services and all are very important to
the community.
PUBLIC HEARING
95-09-04 A public hearing regarding the annexation of property within the Urban Growth
Boundary

Mr. Campbell
explained all the steps involved in the annexation procedure. Mr. Campbell said the city staff
recommends going forward with the resolution and allow the people to vote as to whether they
wished to be annexed into the city.

Virginia Oestreich, Clerk/Treasurer, reported on the financial responsibilities of the city if the
' annexation is passed by the voters. Ms. Oestreich explained how it could be financed and gave
other financing options. She added, the annexation could go to a vote as early as February 1996.
Mayor Collings opened the public hearing at 7:45 p.m.

Council discussion followed. Councilmember Mikow pointed out some advantages and
concerns. He favored giving the citizens a vote to decide.
Councilmember Nash said she believes the people know what is best for them.
Councilmember Hendricks expressed concern of the annexation being too big, too soon.
Councilmember Lacy said he believed in growth and expressed his concern as to the Council and
the peoples political rights. He said the democratic way is to let the people vote, and allow the
' process to move forward.
