(This meeting was recorded and will be retained at City Hall for a period of six years from the date of the meeting.) ROLL CALL Councilmembers Present: Councilmember Nash, Councilmember Mikow, Councilmember Lacy, Councilmember McArthur, Councilmember Hendricks, Mayor Collings. Staff Present: Virginia Oestreich, Dana Barnard, Randy Harrison, Bob Goodman, Nick Wiltz, Stuart Campbell. PLEDGE OF ALLEGIANCE PRESENTATION Link Manager Ken Hamm, gave three design options for the Intermodal Transportation Center to be located on Wenatchee Avenue between Kittitas and Thurston Streets. Mr. Hamm said the preferred options of the Link staff were options A and Al which could remove portions of the Franklin House to allow for better bus access to and from Kittitas Street. A bus terminal and , railroad waiting station are included in the plan. Councilmember Nash questioned why, after all this time and planning, there is not a route to the airport. Mr. Hamm said it was an option being investigated, possibly a shuttle between the airport and the different tourist facilities. Ms. Nash said she felt it was long overdue and should be a priority. CONSENT CALENDAR Council Action: A motion was made by Councilmember Mikow, second by Councilmember McArthur to approve the Consent Calendar as presented, and as the following items were listed. The motion carried 5-0. 1. Consideration of minutes — Regular Session, August 21, 1995. 2. Consideration of Bills Vouchers audited and certified bylffe`auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified as required by RCW 42.24.090, have been recorded on a listing which has been made available to Council. As of this date, September 5, 1995, Council does approve warrant numbers 5191 through 5215 in the total amount of $29,216.26. CITY OF EAST WENATCHEE COUNCIL MINUTES SEPTEMBER 5, 1995 DEPARTMENT REPORTS Street Maintenance Superintendent Goodman reported on the bid opening for the 1995 Street Overlay projects. He said the engineer's estimate was one hundred fifty-nine thousand seven hundred eighty-five dollars and Basin Asphalt came in with the low bid, at one hundred seventeen thousand five hundred twenty-five dollars. Mr. Goodman recommended accepting the bid from Basin Asphalt. Council Action: A motion was made by Councilmember Lacy, second by Councilmember Hendricks to award the bid to Basin Asphalt for the 1995 Street Overlay project.. The motion carried, 5-0. Planning City Planner Campbell gave an update on the Wenatchee Area Transportation Study. He said he had attended a two day workshop; adding although no action was taken, the level of service was a main issue. Councilmember Mikow said is was time to get realistic and move forward. Mr. Campbell said when the study was complete a report would be made available to Council, hopefully by mid October. Mr. Campbell gave a report on Referendum 48. He said local planners were getting together to see what the impacts could be and to learn more about it. Finance/Planning City Clerk/Treasurer Oestreich asked Council to consider hiring a annexation consultant who could work with staff to project the capital facilities plan and needs for annexation of the Urban Growth Area. Ms. Oestreich said the estimated cost of hiring a consultant could be twenty-five thousand dollars. City Planner Campbell gave a list of some of the areas that would be impacted by the annexation. They include population, roadway miles, vehicles and equipment, employees, Police and Court, and City Administrator. He added, The consultant's survey would give the city an idea of what would be needed at different stages of added population. Councilmember Hendricks asked what department would be charged for the services. Ms. Oestreich said the fees could be paid from the city hall building fund. She added, the annexation would be a tremendous impact on the city but city staff was willing to be prepared. Council Action: A motion was made by Councilmember Lacy, second by Councilmember Mikow to hire a consultant and set the limit of twenty-five thousand dollars for the service. The motion carried, 5-0. Mayor Collings said the East Wenatchee Citizens Academy put on by the Police Department, in particular Officer Matheson, had completed the course. The input and comments of the sessions were highly appreciated by the citizens that attended the class. Mayor Collings said the City of Rock Island had approved a resolution staying with the LINK bus system and not breaking away from Chelan/Douglas Public Benefit Transportation Area as the Douglas County Commissioners were indicating would he the case. Council agreed that the city also wished to remain a part of the bus system and a resolution will be approved at the next council meeting. ADJOURNMENT - 8:00 P.M. Virghda E.
