(This meeting was recorded and will be retained at City Hall for a period of six years from the date of the meeting.) ROLL CALL Councilmembers Present: Councilmember McArthur, Councilmember Mikow, Councilmember Hendricks, Councilmember Lacy, Councilmember Nash, Mayor Collings. Staff Present: Virginia Oestreich, Randy Harrison, Bob Goodman, Nick Wiltz, Stuart Campbell. PLEDGE OF ALLEGIANCE CONSENT CALENDAR Council Action: A motion was made by Councilmember Hendricks, second by Councilmember McArthur to approve the Consent Calendar as presented. The motion carried, 5-0. 1. Consideration of minutes -- Regular Session, August 7, 1995. ' 2. Consideration of Bills Vouchers audited and certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified as required by RCW 42.24.090, have been recorded on a listing which has been made available to Council. As of this date, August 21, 1995, Council does approve warrant numbers 5143 through 5190 in the total amount of $36, 167.40; and Central Stores manual warrant transfer numbers 104695 through 105695 in the total amount of $159.66. Warrant numbers 5141 and 5142 were voided. Council does approve payroll warrant numbers 13134 through 13200 in the total amount of $115,044.03. DEPARTMENT REPORTS Police Department Police Chief Harrison said he would like to submit a grant application for another officer under the COPS Grant plan. Even if another officer is not hired, at least the application would have been submitted timely. The grant is for three years and requires keeping the officer on staff after the three years. Council approved the application request by consensus, however actual hiring I would be decided at a later time. Chief Harrison said a lot of the decision would depend on annexation. CITY OF EAST WENATCHEE COUNCIL MINUTES AUGUST 21, 1995 Planning Department City Planner Campbell reported on the success of having an intern in the department for the summer. He said Greg Wendt accomplished a draft subdivision code, worked on the zoning code, drafted a sign ordinance and helped in many ways during his time here. Mr. Campbell said he hoped to be able to do this again in the future. Mr. Campbell reported on the status of the planned annexation. He said the petition was being signed and the group doing the petition had distributed 180 packets within the proposed areas. Mr. Campbell said the Growth Management Act required a Capital Facilities Plan. It would include a level of service, based on population projection. He indicated a professional firm may be required to do the financial planning part of the plan. Maintenance Department Supervisor Goodman gave Council a status on projects within the city. They include: 8/9 Street project is on schedule and should be completed by September 8; Eastmont sidewalk project was in conflict, GTE had utilities that needed to be moved; Columbia Engineers were working on the signal system for 9th and Valley Mall Parkway, the ' Department of Transportation had partially designed the project already. The bid for street overlay on certain streets was open, the bid opening was scheduled for August 31. The cost of the 1 l th Street drainage project was being determined. In answer to a question from Councilmember Nash, Mr. Goodman said sidewalks were planned for both sides of Eastmont to 15th Street, however cost would be the determining factor. He added that a carwash was being constructed at the 3rd Street Station and drainage was still a serious issue. DISCUSSION - Community Network Mayor Collings said an applicant for the alternate position on the Community Network had been submitted. She said he would be able to attend the next council meeting. Council reviewed the application. Mayor Collings said she would include information in the next packet and Council could discuss it further if there was additional interest. COUNCIL REPORTS AND UPDATES Councilmember Lacy gave an update on the status of LINK and the latest board meeting. He said Translink had done an excellent job; shown no mismanagement, and provided quality to the handicapped and senior citizens of the valley. However, he had serious concerns about LINK taking on the paratransit services, as did most of the board members.
