(This meeting was recorded and will be retained at City Hall for a period of six years from the date of the meeting.) ROLL CALL Councilmembers Present: Councilmember McArthur, Councilmember Mikow, Councilmember Hendricks, Mayor Collings. Councilmembers Lacy and Nash excued. Staff Present: Virginia Oestreich, Dana Barnard, Randy Harrison, Bob Goodman, Charles Zimmerman. PLEDGE OF ALLEGIANCE PROCLAMATION - Healthy Kids Day CITIZENS COMMENTS The executive committee of Eastside Together Coalition presented Council with a letter of intent to annexation of portions of the East Wenatchee Urban Growth Boundary. Skip Johnson, a coalition member, explained the coalitions process to date, noting the concerns of the citizens in I regards to decisions being made by the county. Jennifer Olsen, also a coalition member, read the following memorandum to Council to become part of the record. "We, the Executive Committee of the Eastside Together Coalition, propose to introduce a solution to the impasse with the county over land use within the Greater East Wenatchee Urban Growth Boundary. Through the recent planning process, we can now plainly see that East Wenatchee area residents are faced with two conflicting comprehensive plans, one which represents the priorities as presented by the people through the public planning process, and the county plan which does not. One of these comprehensive plans will ultimately shape the future of our community, and the Eastside Together Coalition suggests that the people should be given the right to choose which plan they would live under. The land within the Greater East Wenatchee Urban Growth Boundary will eventually become part of the City of East Wenatchee. It makes sense that the people of the uxban area should have the opportunity to be represented by an urban government, while the -county government should concentrate on serving the rural areas. 1 CITY OF EAST WENATCHEE COUNCIL MINUTES AUGUST 7, 1995 On August 2, 1995, the Douglas County Commissioners demonstrated how county interests significantly conflict with urban concerns and values. We feel it would be a terrible mistake to ' allow the county to implement their plan for the East Wenatchee area, which is inconsistent with the community's expressed vision for the future, and our regard for orderly development which complements our quality of life, and economic vitality. 1 I Therefore we, the Eastside Together Coalition, are endeavoring to see that the issue of annexation be put to a vote of the people, so that the citizenry of the Greater East Wenatchee Area may choose who they will be served and governed by, and which comprehensive plan they will live under. We hereby propose to annex, by election method -initiated by 10% petition, all areas within the East Wenatchee Urban Growth Boundary (except for the Baker Flats Industrial Area) into the City of East Wenatchee. In early September, we will provide to you a petition which includes the signatures necessary to place the annexation proposal on the ballot for voter approval. In the mean while, we request technical assistance from appropriate City staff to ensure that we are following proper procedures, time lines and other pertinent considerations. We believe annexation of this area into the city will put an end to county tax base squabbles which threaten the integrity of our community. The purpose of the Eastside Together Coalition is to allow the residents of the greater East Wenatchee area to live togetheras one community, and to be represented by a responsive, local government. We are committed to seeing such a day. CONSENT CALENDAR Council Action: A motion was made by Councilmember Mikow, second by Councilmember McArthur to approve the Consent Calendar as presented, with the Council Meeting of July 17, 1995 removed; but as the following items were listed: Consideration of minutes -- Special Session, July 25, 1995. 2. Consideration of Bills Vouchers audited and certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified as required by RCW 42.24.090, have been recorded on a listing which has beerrmade available to Council. Council Action: A motion was made by Councilmember Hendricks, second by Councilmember McArthur to approve first reading, elevate first reading to second reading and pass the ordinance. The motion carried, 3-0. Council Action: A motion was made by Councilmember Hendricks, second by Councilmember McArthur to approve the zoning map change for the Telford Rezone and pass the ordinance. The motion carried, 3-0. ORDINANCE NO.95-11 AN ORDINANCE OF THE CITY OF EAST WENATCHEE, WASHINGTON AMENDING THE OFFICIAL ZONING MAP OF THE CITY TO CHANGE THE ZONING DESIGNATION OF CERTAIN REAL PROPERTY KNOWN AS THE TELFORD REZONE PROPERTY LOCATED AT THE SOUTHEAST CORNER OF SIMON STREET AND ROCK ISLAND ROAD FROM "R-M RESIDENTIAL DISTRICT' TO "C-M COMMUNITY COMMERCIAL DISTRICT" AND SETTING AN EFFECTIVE DATE. MAYOR'S REPORT Mayor Collings said LINK was having a public meeting on August 15 at Wenatchee City Hall and she asked that someone from Council attend if Councilmember Lacy was not available. Mayor Collings said she would be attending the Solid Waste Advisory Committee meeting on August 10 in Waterville. The mayors from the county would be meeting with the Douglas County Commissioners. Mayor Collings said many issues still needed to be resolved and issues changed. She said she would like Council's feelings on these options. Councilmember Mikow said it appears that the City will have little or no say in the decision making. Councilmember Hendricks said he would recommend option one.
