(This meeting was recorded and will be retained at City Hall for a period of six years from the date of the meeting.) ROLL CALL Councilmembers Present: Councilmember McArthur, Councilmember Nash, Councilmember Mikow, Councilmember Hendricks, Councilmember Lacy, Mayor Collings. Staff Present: Virginia Oestreich, Bob Goodman, Charles Zimmerman, Nick Wiltz, Stuart Campbell, Greg Wendt. EXECUTIVE SESSION - Potential Litigation Mayor Collings called a five minute Executive Session at 6:35 p.m. An additional five minutes was added at 6:40 p.m. Council reconvened at 6:45 p.m. Consider and take action on issues concerning the Growth Management Act planning ' Legal Counsel Zimmerman informed Council this meeting was regarding the Growth Management Act, designation of urban growth boundaries and a follow-up regarding the request to meet with the County Commissioners, which they declined to do. Mr. Zimmerman introduced Jim Tracy, the attorney representing the Wenatchee Valley Mall. Mr. Tracy gave a chain of events that had occurred up to date. He said Douglas County had opted in to the Growth Management Act. This required joint planning with the cities in Douglas County and a regional policy plan. A Citizens Advisory Committee was appointed to look at the Comprehensive Plan and make a recommendation. After reviewing the plan, holding public meetings and listening to the public, the committee came back with a recommendation to change the zoning to allow for Community Commercial in the area to the north and allow this zoning to be twenty acres, a change from the plans original General Commercial zoning of sixty acres. On May 17, 1995, the Douglas County Planning Commission held a public hearing regarding the proposed FUGA and Land Use Plan, however no recommendation was made because the - affirmative^vote was not a majority as required by RCW 36.70.600.
