ROLL CALL
Councilmembers Present: Councilmember McArthur, Councilmember Lacy, Councilmember
Nash, Councilmember Hendricks, Mayor Collings. Councilmember Mikow excused as absent.
Staff Present: Stuart Campbell, Nick Wiltz, Randy Harrison, Jim West, Dana Barnard, Linda
Countryman, Chuck Zimmerman, Gil Sparks.

DEPARTMENT REPORTS
Planning
City Planner Campbell discussed the draft of the Suggested Annexation Agreement Provisions
which included; County support for annexations, sharing of revenues with the County,
reimbursement to County for major roadway projects and continuation of maintenance by the ,
County until effective date of annexation. Council chose to take no action at this time.
Mr. Campbell reported on the census figures of the newly annexed area. He said the current
population was four thousand ninety, and the annexed area of eight hundred twenty, has brought
the population to four thousand nine hundred ten. Mr. Campbell said there was a thirteen percent
vacancy rate.
Mayor Collings thanked Mr. Campbell and Marcia Redick for all their work on gathering the
census totals.
Mr. Campbell said he would like to discuss a Procurement Policy at the next Council meeting.
Mr. Campbell said there would be a Growth Management Act meeting to discuss land use
recommendations and policies on February 8th at the Douglas County Annex building. He
added there would be a public comment meeting at the East Wenatchee High School Auditorium
on February 16th. _
Mr. Campbell said Douglas County sent an application to the State for competitive funds to
extend Forth Street S.E. to SR 28 and to Riverview Drive.

CONSENT CALENDAR
Council Action: A motion was made by Councilmember Lacy, second by Councilmember
Hendricks to approve the Consent Calendar as presented, and as the following items were listed.
The motion carried unanimously, 4-0.
1. Consideration of minutes -- Regular Session, January 17, 1995.
2. Consideration of Bills
3. 95-02-01 Cabaret License for 1995 for 5 T's Restaurant & Lounge
Vouchers audited and certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified as required by RCW 42.24.090, have been recorded on a
listing which has been made available to Council.
As of this date, February 6, 1995, payment voucher numbers 4500 through 4535 in the amount of
$17,506.31, are submitted to Council for approval.
PRESENTATION
Patti Herres, East Wenatchee Chamber of Commerce Director, gave a report for the forth quarter
which included general expenses, special events and programs, telephone calls, walk-in's,
mailings, visitor packets and volunteer hours. Ms. Herres said the Chamber would be awarding
' local businesses for taking part in the Buy Recycled Partnership. Ms. Herres said the Christmas
Festival and Twilight Parade saw an increase in participation for 1994.
DISCUSSION
95-02-02 Proposed "Cultural Advisory Committee"
Councilmember Lacy said he felt this was a good opportunity for the Hispanic Advisory
Committee to expand community wide. He said the group should be an advocacy group for
cultural issues. He added, the group should not be controlled by a political entity or identified
with a particular group. Councilmember Lacy would like to offer City Hall as a meeting place
for the Committee.
Mayor Collings and Councilmembers supported Councilmember Lacy's ideas and authorized
him to speak to the advisory committee.
RESOLUTION
95-02-03 A iesolution showing city support for the Ice Age Floods Institute.
Councilmembers agreed by consensus that it was not a good time to create another entity that

COUNCIL REPORTS
Councilmember Lacy reported that LINK passed the 1995 budget and three additional services
had been included: Pangbom Airport, Entiat and Valley Hi. He added there were no bonuses in
the 1995 budget.
Mayor Collings called a thirty minute executive session regarding negotiations and property.
