(This meeting was recorded and will be retained at City Hall for a period of six years from the date of the meeting.) ROLL CALL Councilmembers Present: Councilmember Hendricks, Councilmember Nash, Councilmember McArthur, Mayor Collings. Councilmember Lacy and Councilmember Mikow excused as absent. Staff Present: Virginia Oestreich, Bob Goodman, Randy Harrison, Stuart Campbell, Gil Sparks. PLEDGE OF ALLEGIANCE DEPARTMENT REPORTS Planning City Planner Campbell said he would address the annexation agreement procedure at the next meeting when full council was in attendance. Mr. Campbell said the staff had been reviewing files from the county on the newly annexed area. He said he would bring more information again when we have full council. CONSENT CALENDAR Council Action: A motion was made by Councilmember Hendricks, second by Councilmember Nash to approve the Consent Calendar as presented, and as the following items were listed. The motion carried unanimously, 3-0. One correction was made to the minutes. 1. Consideration of Minutes - Regular Session, January 3, 1995. 2. Consideration of Bills - Balance of 1994 bills and new 1995 bills. Vouchers audited and certified by the auditing oUicer as required by RCW 42.24.080, and those expense_ reimbursement claims certified as required by RCW 42.24.090, have been recorded on a listing which has been made available to Council. As of this date, January 17, 1995, payment and 4418 through 4477 in the amount of payables, and for 1995 payables warrant through 4497 in the amount of $50,244. Council for approval. Warrant number 4481 warrant numbers 4416, $89.060.338 for 1994 numbers 4417 and 4478 68. are submitted to was voided. 1 1 1 - 1 - 1 CITY OF EAST WENATCHEE COUNCIL MINUTES JANUARY 17, 1995 Council did approve payroll warrant numbers 12665 through 12726 in the total amount of $99,362.08, paid January 5, 1995 for the month of December, 1994. EXECUTIVE SESSION - Negotiations Mayor Collings called fifteen minute Executive Session Convened - 6:45 p.m HAYOR'S REPORT Reconvened - 7 p.m. Mayor Collings reminded Council of the Association of Washington Cities legislative conference in Olympia in February. COUNCIL REPORTS AND UPDATES Councilmember Nash said she had attended a Wenatchee Convention Bureau meeting. She said there were no significant changes, however she said they seemed to becoming more focused; Council Action: A motion was made by Councilmember Hendricks, second by Councilmember McArthur to approve following declaration. The motion carried unanimously, 3-0. "The Council has been notified that the officers have rejected the City's contract offer over a disagreement on whether certain language should be included in the collective bargaining agreement. While the city will continue to negotiate in good faith over the disputed issue, the city does not want to place the officer's at an economic disadvantage because of this dispute. Therefore. I move that the city implement, unless the union objects in writing by January 24. 1995, a 6.5% salary increase for the police officers, retroactive to January 1, 1995." PRESENTATION Mr. Ron Gladney, representing Columbia Arts and Exhibition Center asked Council to approve a 2% increase in Hotel/Motel tax.
