(This meeting was recorded and will be retained at City Hall for a period of six years from the date of meeting.) ROLL CALL Councilmembers Present: Councilmember Lacy, Councilmember Nash, Councilmember Mikow, Councilmember Hendricks, Councilmember McArthur, Mayor Collings. Staff Present: Virginia Oestreich, Dana Barnard, Bob Goodman, Stuart Campbell, Nick Wiltz John Flinner, Randy Harrison, Charles Zimmerman, Bruce Nash. PLEDGE OF ALLEGIANCE CONSENT CALENDAR Council Action: A motion was made by Councilmember Lacy, second by Councilmember McArthur to approve the Consent Calendar as presented, and as the following items were listed. The motion carried, 5-0. 1. Consideration of minutes -- Regular Session, June 19, 1995. 2. Consideration of Bills -- June 20 - July 12, 1995 Vouchers audited and certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified as required by RCW 42.24.090, have been recorded on a listing which has been made available to Council. As of this date, July 17, 1995, Council does approve warrant numbers 5008 through 5100 in the total amount of $103,354.37; and Central Stores manual warrant transfer numbers 102495 through 103195 in the total amount of $53.84. Council does approve payroll warrant numbers 13067 through 13133 in the total amount of $114,033.82 paid July 5, 1995 for the month of June, 1995. DEPARTMENT REPORTS Finance Clerk/Treasurer Oestreich asked Council to approve adding orthodontia dental coverage for employees and their families. She said the total monthly fee was seventy-nine dollars. By consensus Council approved adding orthodontia dental coverage. 1 1 1 CITY OF EAST WENATCHEE COUNCIL MINUTES JULY 17, 1995 J RESOLUTION 95-07-01 East Wenatchee's Six Year Transportation Improvement Plan and Resolution adopting the plan Superintendent Goodman said the items listed were prioritized in accordance with ongoing projects. Council Action: A motion was made by Councilmember Hendricks, second by Councilmember Nash to approve the resolution adopting East Wenatchee's Six Year Transportation Plan. The motion carried 5-0. RESOLUTION 95-4 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST WENATCHEE, WASHINGTON, ADOPTING A SIX -YEAR TRANSPORTATION IMPROVEMENT PROGRAM AND DIRECTING THE SAME TO BE FILED WITH THE STATE SECRETARY OF TRANSPORTATION AND THE TRANSPORTATION IMPROVEMENT BOARD. ORDINANCE 95-07-02 First reading of an ordinance adopting an increase in Hotel/Motel tax as approved by Council Mayor Collings asked for both readings of the ordinance. Council Action: A motion was made by Councilmember Mikow, second by Councilmember McArthur to elevate first reading of the ordinance to second reading. The motion carried 4-1. (Hendricks) Councilmember Hendricks said he did not support additional taxes of any kind including an increase on the Hotel/Motel tax. Mayor Collings read the ordinance title. Council Action: A motion was made by Councilmember Mikow, second by Councilmember Lacy to approve the ordinance as presented. The motion carried 4-1. The motion carried 5-0. 95-07-06 Final plat approval and final P.U.D. approval for property known as Corum Place City Planner Campbell said the conditions had been ninety-nine percent completed. A review of the final plat still needed to be completed. Council Action: A motion was made by Councilmember Hendricks, second by Councilmember Lacy to approve the final plat and planned unit development for property known as Corum Place. The motion carried 5-0. UPDATE Gene Sharratt said the Building Bridges: Connecting Communities Project had received a total of fifteen thousand dollars. Fifty-six thousand dollars was needed to complete the project. He added the Columbia River Pipeline Bridge had been named to the National Historical Society registers. This will allow the project to apply for additional funding. DISCUSSION ' 95-07-07 Initiative 164 City Planner Campbell said Initiative 164 would go into effect on July 23 unless a referendum to put the measure on the November ballot received the required ninety thousand signatures. If enough signatures are received, the implementation would be delayed. It would then be placed on the November ballot for voters consideration. Councilmember Mikow said there was a great deal of confusion on the initiative, such as rights of people verses rights of government. He said more information needed to get out to the people. City Attorney Zimmerman detailed the impact on the legal side Wenatchee City Planner Hughes explained his concerns with the initiative, adding it was a catch 22 situation.. 95-07-08 The Greater East Wenatchee Area Comprehensive Plan — - 0ty-Planner Campbell -gave Council an update on the July 6th public hearing meeting with the County Commissioners regarding the Urban Growth Boundary. He said County Commissioners would have a decision on August 2nd.
