(This meeting was not recorded due to a failure of the sound system.) I: To] RKOD ILP Councilmembers Present: Councilmember McArthur, Councilmember Nash, Councilmember Mikow, Councilmember Lacy, Mayor Collings. Councilmember Hendricks excused. Staff Present: Virginia Oestreich, Dana Barnard, John Flinner, Bob Goodman, Charles Zimmerman, Nick Wiltz.. PLEDGE OF ALLEGIANCE CONSENT CALENDAR Council Action: A motion was made by Councilmember Lacy, second by Councilmember Mikow to approve the Consent Calendar as presented, and as the following items were listed. The motion carried, 4-0. 1. Consideration of minutes -- Regular Session, June 5, 1995. ' 2. Consideration of Bills 95-06-07 3. A cabaret license application for El Sombrero Vouchers audited and certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified as required by RCW 42.24.090, have been recorded on a listing which has been made available to Council. As of this date, June 19, 1995, Council does approve warrant numbers 4957 through 5007 in the total amount of $42,713.10; and Central Stores manual warrant transfer numbers 101095 through 102395 in the total amount of $353.69. Council does approve payroll warrant numbers 12991 through 13066 in the total amount of $115,913.22 paid June 5, 1995, for the month of May, 1995; and manual payroll warrant numbers 13010 through 13012 in the amount of $378.08, paid June 1, 1995 for June 1995 sick leave buy back. Payroll warrant numbers 13007 through 13009 were voided. COMMUNITY NETWORK COMMITTEE Evelyn Brent, East Wenatchee's representative on the committee, gave an update to Council regarding the status of the committee. Ms. Brent expressed concern about the way the board was operating, and she had concerns about the fiscal and the fiduciary agents. She said it was very political and asked for direction from Council. CITY OF EAST WENATCHEE COUNCIL MINUTES JUNE 19, 1995 Clerk/Treasurer Oestreich said East Wenatchee was being asked to be the fiscal agent. She said ' unless Council directed her to do so she was not comfortable in doing this if there were internal conflicts. Council agreed with her. By consensus Council authorized the Mayor to send a letter to the Community Network Committee to ask about the status of the committee, in particular the distribution of funds. COUNCIL UPDATE Roy Breeden, groundhog trapper for East Wenatchee, reported that he had trapped one hundred and ninety groundhogs. He said this may take care of the problem for awhile, however, he did say the city should consider continuing with the trapping to eventually remove all of them. He recommended the "no feeding regulation" be strictly enforced to help eliminate the problem. 95-06-08 4. A public hearing regarding the East Wenatchee Six Year Transportation Plan Mayor Collings opened the public hearing at 7:10 p.m. Jim Brown, representing the Wenatchee Valley Mall, asked Council to consider the Third Street Extension as a continuing priority. Paul Blanchard, Douglas County Commissioner, asked about the Reclamation Water Line located below Ninth Street. His concern was that parts of the line were wood stave. Bob Goodman, Maintenance Supervisor, assured Mr. Blanchard that concerns about the line were being addressed and care would be taken in the area to avoid vibrations or damage. Mayor Collings closed the public hearing at 7:15 a.m. In response to questions from Councilmembers, Mr. Goodman said the engineer had recently walked the trail with Stuart Campbell, City Planner. He said the hope was to start the project later this summer. Mr. Goodman listed projects that were ongoing, as well as those completed. Council will list the projects in the order they feel most important. The next public hearing will be held July 17, 1995. DISCUSSION REGARDING LINK _Douglas County Commissioners Blanchard and Maydole explained the reasons for decisions the Commissioners have made regarding Link. Councilmember Lacy, as East Wenatchee's Boardmember for LINK, also explained to Council his feelings on certain issues that differed from the County Commissioners.
