(This meeting was recorded and will be retained at City Hall for a period of six years from the date of the meeting.) ROLL CALL Councilmembers Present: Councilmember Mikow, Councilmember Hendricks, Councilmember McArthur, Councilmember Nash, Councilmember Lacy, Mayor Collings. Staff Present: Virginia Oestreich, Bob Goodman, Dana Barnard, Nick Wiltz, John Flinner. PLEDGE OF ALLEGIANCE CONSENT CALENDAR Council Action: A motion was made by Councilmember Nash, second by Councilmember Lacy to approve the Consent Calendar as presented, and as the following items were listed. The motion carried unanimously, 5-0. 1. Consideration of minutes -- Regular Session, March 20, 1995. 2. Consideration of Bills -- March 20 and April 3, 1995 95-04-01 3. Fireworks Stand Application for United Pentecostal Church 95-04-02 4. Fireworks Stand Application for Heritage Christian Center Vouchers audited and certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified as required by RCW 42.24.090, have been recorded on a listing which has been made available to Council. As of this date, April 17, 1995, Council does approve warrant numbers 4696 through 4743 in the total amount of $47,980.48 for April 3, 1995, bills and warrant numbers 4744 through 4801 in the total amount of $43,211.22 for April 17, 1995, bills. Warrant number 4789 was voided. Council does approve payroll warrant numbers 12858 through 12923 in the total amount of $114,237.78, paid April 5, 1995, for the month of March 1995. Payroll warrant numbers 12873 and 12874 were voided. CITIZEN COMMENTS Keith Williams, Central Washington Museum, and a committee member of the East Wenatchee 60 Year Celebration, said the purpose of the celebration was in honor of East Wenatchee's birthday anniversary. Mr. Williams said the committee anticipated a budget of approximately five thousand dollars. He said the committee plans to raise three thousand from private sources and he asked Council to approve the additional two thousand dollars for the celebration. CITY OF EAST WENATCHEE COUNCIL MINUTES APRIL 17, 1995 Council Action: A motion was made by Councilmember Hendricks, second by Councilmember McArthur to approve a two thousand dollar contribution to the East Wenatchee Sixty Year Celebration. The motion carried unanimously, 5-0. Patti Herres, East Wenatchee Chamber of Commerce Director, said the chamber had received numerous applications for the Classy Chassis Parade. She added, in addition to hats and T- shirts the chamber was also selling polo shirts,. Ms. Herres thanked Mr. Goodman and the Street department crew for hanging the banner over Grant Road. Betty Hall, Misawa host, asked the Council to share in hosting the Sister City, Misawa, and extended a proposal for council participation of the upcoming events which include; Misawa arrival welcoming committee at Pangbom Airport, Sunday brunch, Classy Chassis Parade, a banquet hosted by Central Washington Museum, and a farewell picnic hosted by Earl and Barbara Tilly. DEPARTMENT REPORTS Police Department Chief Flinner, asked Council to consider amending the speed limit ordinance to include streets in the newly annexed area from Fifteenth Street, north to Nineteenth Street and west to SR-28 . Chief Flinner said the Jeep on display for educational purposes was given to the City by State Farm Insurance. Chief Flinner asked Council if they would like to surplus the vehicle, he said someone was interested in purchasing the vehicle for five hundred dollars. Council Action: A motion was made by Councilmember Lacy, second by Councilmember Mikow to surplus the Jeep for five hundred dollars. The motion carried unanimously, 5-0. ORDINANCE 95-03-05 Second reading of an ordinance amending the zoning of certain real property known as Mitchell rezone property from R- L to R-M Mayor Collings read second reading. Council Action: A motion was made by Councilmember Hendricks, second by Councilmember Lacy to amend zoning of property known as Mitchell rezone from R-L to R-M. The motion carried unanimously, 5-0. -2- CITY OF EAST WENATCHEE COUNCIL MINUTES APRIL 17, 1995 ORDINANCE NO.95-3 AN ORDINANCE OF THE CITY OF EAST WENATCHEE, WASHINGTON, AMENDING THE OFFICIAL ZONING MAP OF THE CITY TO CHANGE THE ZONING DESIGNATION ON CERTAIN REAL PROPERTY KNOWN AS THE MITCHELL REZONE PROPERTY LOCATED AT SR 28 AND 16TH STREET (1618 SUNSET) FROM "R-L RESIDENTIAL DISTRICT" TO "R-M RESIDENTIAL DISTRICT' AND SETTING AN EFFECTIVE DATE. 95-04-03 First reading of an ordinance increasing the size of the East Wenatchee City Council to seven members Mayor Collings read first reading Councilmember Hendricks said he was concerned about having the County Commissioners or the Governor appoint someone to fill the Council positions if East Wenatchee was unable to do so, therefore, he recommended waiting until January of 1996. Councilmember Nash said she would like to wait until 1996 so the residents in the newly annexed area have a chance to be involved. Council agreed by consensus to appoint the council vacancies in January 1996. 95-04-04 First reading and discussion of an ordinance regarding the P.U.D. franchise agreement (Dawn Collings, Mayor) Mayor Collings read first reading Mayor Collings said she was comfortable with the draft agreement as was the Douglas County Public Utility District. Councilmember Lacy said he would like more time to review the ordinance and would like to have the Douglas County P.U.D. meet to have questions answered. Mayor Collings said she had the information Council wanted and would get it to Council for the next meeting. MAYOR'S REPORT Mayor Collings had several items for Council. They included: The City had received thirty-four responses for the Police Chief position. Six to eight would be interviewed for the position. The Police Department would be sponsoring a nine week course for the Citizen's Academy. The City needs to adopt a Uniform Litter Control ordinance. Would Councilmembers like a copy to review? -3- CITY OF EAST WENATCHEE COUNCIL MINUTES APRIL 17, 1995 No bids were received for the Water/Sewer District building. Habitat for Humanity would like usable items from the building such as; hot water heater, cabinets, etc. for building homes in the community. Council Action: A motion was made by Councilmember Mikow, second by Councilmember Lacy to let Habitat for Humanity have items they could use from the building. The motion carried, 4-1. (Hendricks) Another alternate needs to be chosen for the Community Network Committee, since the present alternate has moved out of the city. A meeting in Waterville is scheduled to review the flood control draft plan. Additions of incremental pay raises for non -union City employees and the Family and Medical leave policy need to be approved by Council. It will then be added to the Policy and Procedure manual.. Council Action: A motion was made by Councilmember Mikow, second by Councilmember Lacy to include the items in the policy and procedure manual. The motion carried unanimously, 5-0. Columbia River Area Agency on Aging was planning to have a Health Fair. East Wenatchee Council has agreed to contribute five hundred dollars. Does the City have any resolutions to submit to Association of Washington Cities during the convention? The Mayor's prayer breakfast will be held May 1st at the Red Lion Inn at 7:00 a.m. Misawa Sister City events, include the Classy Chassis Parade and Sunday breakfast. Councilmember Lacy will represent East Wenatchee at these events. Mayor Collings said she called Municipal Research about revenue sharing.
