Councilmembers Present: Councilmember McArthur, Councilmember Lacy, Councilmember
Nash, Councilmember Mikow, Councilmember Hendricks, Mayor Collings.
Staff Present: Virginia Oestreich, Stuart Campbell, Bob Goodman, Dana Barnard, Randy
Harrison, Chuck Zimmerman.

CONSENT CALENDAR
Council Action: A motion was made by Councilmember Mikow, second by Councilmember
McArthur to approve the Consent Calendar as presented, and as the following items were listed.
The motion carried, 4-1. (Hendricks)
' 1. Consideration of minutes -- Regular Session, March 6, 1995.
2. Consideration of Bills
Vouchers audited and certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified as required by RCW 42.24.090, have been recorded on a
listing which has been made available to Council.
As of this date, March 20, 1995, Council does approve warrant numbers 4628 through 4630 and
4633 through 4695 in the total amount of $125,777.49, are submitted to Council for approval.
Warrant numbers 4631 and 4632 were voided.
Council does approve payroll warrant numbers 12792 through 12857 in the total amount of
$115,536.61, paid March 3, 1995, for the month of February 1995.
PROCLAMATION
Mayor-Gellings read a proclamation, declaring March 25 through March 31, 1995, as "Eastmont
— --moor High$chool-Wellness Week" in East Wenatchee.
Leah Chiaro accepted the proclamation and thanked the Mayor for the City's support. She also
' introduced Megan Walsh, and Javier Barajas as participants in Wellness Week. They invited the
Mayor, Council, and all the public to attend.

DISCUSSION
95-03-04 Discussion of adopting a Uniform Litter Control Code with Douglas County
(Dawn Collings, Mayor)
Mayor Collings said Douglas County was interested in adopting a Uniform Litter Control Code
and asked Council for their input. Council agreed by consensus to support the request. An
ordinance will be placed to instigate the process.
MAYOR'S REPORT
Mayor Collings had several items for Council. They included:
A letter from Councilmember Hendricks regarding the Flood Plan.
The Environmental Impact Plan and the Comprehensive Plan will be discussed at the Greater
East Wenatchee Comprehensive Plan public meeting. The meeting is scheduled for 7:00 p.m.
March 23, at Robert E. Lee Elementary School.
Mayor Collings said a dinner meeting had been arranged at Four Seasons Inn for City of
Wenatchee Commissioners and East Wenatchee's Council. The dinner will be March 27, at 6:00
p.m.
' Mayor Collings asked Council if they wished to continue with North Central Washington's
Resource Conservation and Development Council. She said the annual fee was two hundred
fifty dollars. She asked Council to consider sending a representative. Councilmember Mikow
said he would be interested in attending the meetings if there were no conflicts of meeting times
with his current schedule.
Mayor Collings presented a policy and procedure plan to Council to consider when salary
increases would occur for City of East Wenatchee employee's. She said this had not been
addressed in the pay increase schedule during the budget process.
Mayor Collings asked Council to what extent they wished her to represent the City of East
Wenatchee by attending different functions during the Apple Blossom Festival. She added, there
was a package cost of one hundred seventy-five dollars.
Council Action: A motion was made by Councilmember Mikow, second by Councilmember
Lacy f_tttthe Mayor to represent the City of East Wenatchee during the Apple Blossom Festival
....-:by attending different activities with fees paid for by the City. The motion carried unanimously,
5-0.
Council approved the collective bargaining agreement with the Teamsters and authorized the
Mayor to sign the contract.
