(This meeting was recorded and will be retained at City Hall for a period of six years from the date of the meeting.) ROLL CALL Councilmembers Present: Councilmember Nash, Councilmember Lacy, Councilmember Mikow, Councilmember Hendricks, Councilmember Carson, Councilmember Aiken, Councilmember Frack, Mayor Collings. Staff Present: Virginia Oestreich, Bob Goodman, Randy Harrison, Stuart Campbell, Dana Barnard, Linda Countryman, Bruce Nash, Nick Wiltz, Darin Bender, Darin Darnell, Jim West, stay Yarnell, Chuck Zimmerman, Pete Fraley. CITIZEN COMMENTS Bill Millett, 450 South Lyle, said the Citizen Advisory Committee does not represent the greater East Wenatchee area and the committee has not named the area of study. He also asked Council to withdraw the appeal with Douglas County. Jim Brown, Wenatchee Valley Mall Partner, gave Council an update on the current status of the mall ' expansion. He said so far the following had been completed: options on adjacent properties; preliminary commitments from the Bon Marche and J.C. Penny's; road improvement and parking commitments and; preliminary negotiations for financing. He added, Ernst was closing and the mall would be able to purchase the remainder of the lease. However, the major impediment was Food Depot, with no reasonable response on offers from the mall. Mr. Brown said the mall could not economically expand without purchasing Food Depot. Jennifer Olsen, Citizens for Quality of Life, said the move has been started for a mall at the Odabashian Bridge site. She asked council to reconsider an appeal of the Douglas County Growth Management Plan and encouraged the City of East Wenatchee to continue the planning process. PRESENTATION Eric Phillips, LINK Transportation Planner, said the East Wenatchee Transfer Center Study had made a formal recommendation to adopt site # 11, the area just north of Fifth Street on Baker Avenue behind the Wenatchee Valley Mall. Mr. Phillips asked the City to incorporate the plan into East Wenatchee's Growth Management Plan. 1 CITY OF EAST WENATCHEE COUNCIL MINUTES DECEMBER 16, 1996 CONSENT CALENDAR Council Action: A motion was made by Councilmember Mikow, second by Councilmember Frack to approve the consent calendar as amended by Councilmember Hendricks, removing the dollar amount of one hundred thousand from the motion authorizing an interfund loan from the Street Fund to the Current Expense Fund. Cabaret License Application for 5 T's for 1997 96-12-05 4. A Resolution authorizing an Interfund Loan from the Street Fund to the Current Expense Fund. Vouchers audited and certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified as required by RCW 42.24.090, have been recorded on a listing which has been made available to Council. As of this date, December 16, 1996, Council does approve warrant numbers 6666 through 6701 in the total amount of $43,033.33. Council does approve payroll warrant numbers 14291 through 14368 in the total amount of $129,157.81 paid December 5, 1996 for the month of November 1996. Payroll warrant numbers 14292, 14294, 14308, and 14318 were voided. RESOLUTION 96-9 AN RESOLUTION OF THE EAST WENATCHEE CITY COUNCIL AUTHORIZING AN INTERFUND LOAN FROM THE STREET FUND TO THE CURRENT EXPENSE FUND. PUBLIC HEARING 96-12-06 A public hearing regarding the two following issues: the implementation of a contract with Waste Management for garbage collection and recycling; and the implementation of an Electric Utility Tax. Mayor Collings briefly explained revenue issues of recent years. She said the City had grown from a population of seventeen hundred eighty, with a large sales tax base, to forty-nine hundred seventy-five, in just a few years, with the same sales tax base. The City had successfully taken on several major projects, including the new City Hall and the Riverfront Trail. She added, when new city's incorporate the amount of shared revenues received from the state decreases. Councilmember Carson said he would like to consider taxes implemented individually, not as a packaged deal. Councilmember Hendricks said he was against implementing taxes of any kind. Council Action: A motion was made by Councilmember Lacy, second by Councilmember Mikow to implement an eight percent utility tax on garbage and a six percent utility tax on electricity, The motion carried 4-3. (Nash, Hendricks, Aiken) Council Action: A motion was made by Councilmember Lacy, second by Councilmember Frack to elevate the ordinance implementing an eight percent utility tax on garbage and a six percent utility tax on electricity to second reading. The motion carried 4-3. (Nash, Hendricks, Aiken) Council Action: A motion was made by Councilmember Lacy, second by Councilmember Mikow to adopt the ordinance implementing an eight percent utility tax on garbage and a six percent utility tax on electricity. ORDINANCE 96-12 AN ORDINANCE OF THE CITY OF EAST WENATCHEE, WASHINGTON, ADOPTING A SIX PERCENT (6%) UTILITY TAX ON ELECTRICITY, AN EIGHT PERCENT (S%) UTILITY TAX ON GARBAGE COLLECTION SERVICE, ADDING A NEW CHAPTER 4.32 TO THE EAST WENATCHEE MUNICIPAL CODE, CONTAINING A SEVERABILITY PROVISION AND SETTING AN EFFECTIVE DATE. ORDINANCE 96-12-03 Second reading of an ordinance adopting the 1997 East Wenatchee budget At a question regarding the budget from Councilmember Lacy, Clerk Oestreich said the estimated tax figures on the electricity and garbage were being shown as additional revenue. However, the figure on the expenditure side would be shown as a contingency line item. Hopefully, if all departments stayed within budget, then this figure could be used to repay the interfund loan with the Street Department. Council Action: A motion was made by Councilmember Lacy, second by Councilmember Mikow to approve the ordinance adopting the East Wenatchee 1997 budget. The motion carried 4-3.
