(This meeting was recorded and will be retained at City Hall for a period of six years from the date of the meeting.) ROLL CALL Councilmembers Present: Councilmember Aiken, Councilmember Frack, Councilmember Nash, Councilmember Lacy, Councilmember Mikow, Councilmember Hendricks, Councilmember Carson, Mayor Collings. Staff' Present: Virginia Oestreich, Bob Goodman, Randy Harrison, Stuart Campbell, Dana Barnard, Bruce Nash, Nick Wiltz.. CITIZEN COMMENTS Jennifer Olsen, representing Citizens for Quality of Life, said she felt some confusion after reading the article in the Wenatchee World stating four councilmembers were in favor of a mall at the Odabasian bridge. Ms. Olsen said the article was written to look as though some councilmembers are abandoning ' the decision of land use in the area. Councilmember Aiken said the article should have read, he was in favor of the mall expansion in East Wenatchee; however, if for some reason the expansion did not go through then he would like to see it at the Odabasian bridge area to keep it in Douglas County. John Allen, 2250 Rock Island Road, said he also had concerns about the article in the Wenatchee World regarding the mall. He reminded council he was working with the mall owners toward the expansion. Mr. Goodman said he had received a letter from the developer of the Third Street Corporation asking to defer improvements to property located at the southwest comer of Eastmont Avenue and 3rd Street. Mr. Goodman said the City may grant a deferment for the implementation of the required improvements. Ordinance 431 allows for such a deferment. This would give the developer time to do the improvements, or require reimbursement to the city when they made the improvements. Council Action: A motion was made by Councilmember Lacy, second by Councilmember Mikow to accept the request of the developer to defer improvements to the property located at the southwest comer of Eastmont Avenue and 3rd Street. The motion carried, 7-0. Finance Clerk/Treasurer Oestreich submitted the figures based on the changes from the last budget workshop. She said a gambling tax at one percent would add fifteen thousand dollars in revenues and the first year cost would be approximately five thousand dollars. She gave council figures on how much revenue could be generated by implementing a utility tax on garbage, sewer, water, power, and telephone. After Council discussion; Ms. Oestreich was directed to prepare the budget for approval by removing the gambling and admission taxes and implementing a garbage utility tax and recycling procedure for East Wenatchee. ORDINANCE 96-11-03 First reading of an ordinance setting property taxes levies for 1997 Mayor Collings read first reading of the ordinance. DISCUSSION 96-11-04 Council Salary Policy Council Action: A motion was made by Councilmember Hendricks, second by Councilmember Nash to have Council Committees discuss the issue after the first of the year. The motion carried 7-0. MAYOR'S REPORT Mayor Collings said Gene Sharratt sent a thank you note to the City for helping with the Christmas decorations for the walking bridge. Mayor Collings listed the meetings for the week: Tuesday, 12:00 p.m. the East Wenatchee Chamber; .
