date of the meeting.)
ROLL CALL
Councilmembers Present: Councilmember Mikow, Councilmember Hendricks,
Councilmember Carson, Councilmember Aiken, Councilmember Frack, Councilmember Nash,
Councilmember Lacy, Mayor Collings.
Staff Present: Virginia Oestreich, Dana Barnard, Linda Countryman, Bob Goodman, Randy
Harrison, Chuck Zimmerman, Nick Wiltz, Bruce Nash, Nancy Lynn, Joni Petersen, Joan Sims,
Pat McMahon, Darin Bender.
EXECUTIVE SESSION
At 6:35 Mayor Collings called a ten minute executive session regarding potential litigation. At
6:45 an additional ten minutes were called. At 6:55 another ten minutes were added. '
Council reconvened at 7:05 p.m.
CITIZEN COMMENTS
Larry Whiteman, 511 Rock Island Road, said he would like to be annexed into the city and felt
the signatures gathered for the previous annexation should be allowed to start a new petition.
Mr. Whiteman said he would like to see the boundary from loth Street NE to Kentucky, then
south to the Columbia River.
Bill Millett, 450 So. Lyle, East Wenatchee, said he would like Council to hold off on the current
appeal to the Growth Management Hearings Board until after the general election. Mr. Millett
said he hoped Council would reconcile their differences with the County Commissioners
Bruce Nash, 909 N Gale, East Wenatchee, said he would like the city to wait until after the
general election before proceeding with the Growth Management Act planning.
CONSENT CALENDAR
Council Action: A motion was made by Councilmember Nash, second by Councilmember
Aiken to approve the consent calendar as presented, and as the following items were listed. The
motion carved, 7-0.

Vouchers audited and certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified as required by RCW 42.24.090, have been recorded on a
listing which has been made available to Council.
As of this date, October 21, 1996, Council does approve warrant numbers 6467 through 6513 in
the total amount of $90,715.16.
Council does approve payroll warrant numbers 14141 through 14215 in the total amount of
$121,920.31 paid October 4, 1996, for the month of September. Payroll warrants 14156 and
14157 were voided.
DEPARTMENT REPORTS
Street
Street Superintendent Goodman said the Ninth Street signalization project bid opening was held
on Friday, October 18. Two bids were recieved. The low bidder was Sail Electric Inc. with a
proposal of one hundred eight thousand seven hundred twelve dollars. Mr. Goodman said the
estimated bid was one hundred forty-four thousand one hundred ninety dollars. He added the
City would purchase the power cabinet for the signal system at approximately twenty-five
thousand dollars.
Council Action: A motion was made by Councilmember Mikow, second by Councilmember
Frack to award the bid to Sail Electric Inc. for the installation of a traffic signal at the Ninth and
Eastmont intersection. The motion carried, 7-0.

Mayor Collings reported on the following issues:
The Association of Washington Cities has a vacancy on the Council on Aging Committee.
Council needs to elect or re-elect a member for the Chelan/Douglas County Community
Network.
Council Action: A motion was made by Councilmember Nash, second by Councilmember Lacy
to re-elect Evelyn Brent as the member to represent the City of East Wenatchee for the
Chelan/Douglas County Community Network. The motion carried, 7-0.

' which will be held at the Red Lion Inn, Wednesday, October 22.
