ROLL CALL
Councilmembers Present: Councilmember Mikow, Councilmember Hendricks,
Councilmember Carson, Councilmember Aiken, Councilmember Frack, Councilmember Nash,
Mayor Collings. Councilmember Lacy excused.
Staff Present: Virginia Oestreich, Dana Barnard, Stuart Campbell, Bob Goodman, Randy
Harrison, Bruce Nash.
CITIZEN COMMENTS
Bill Millett, 450 So. Lyle, East Wenatchee, said he would like to see East Wenatchee and
Douglas County work together over a mall site before the major stores decide to go Chelan
County. '
Patti Herres, Director, East Wenatchee Chamber of Commerce, introduced Hal Ebel, from
Central Washington Bank, as the in coming president of the Chamber of Commerce. Ms. Herres
distributed the Walk -About brochure, adding it is very popular. She also distributed souvenir
packets to council that had been put together by the Wenatchee Chamber of Commerce and
Penticton, British Columbia.
PRESENTATION
Bill Dobbins, Manager, Douglas County Public Utility District No. I
Bill Dobbins, the new manager of the Public Utility District No. 1, said there would be a meeting
at the Red Lion on October 22, 1996, to review the Northwest Energy System. Mr. Dobbins
reviewed the future of the P.U.D., stating they serve over fourteen thousand customers. Mr.
Dobbins said the future sales of electricity would be called unbundling, where electricity is
broken into pieces and sold separately.
CONSENT CALENDAR
Council Action: A motion was made by Councilmember Frack, second by Councilmember
Aiken to approve the consent calendar as presented, and as the following items were listed. The '
motion carried, 6-0.

' 2. Consideration of Bills
Vouchers audited and certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified as required by RCW 42.24.090, have been recorded on a
listing which has been made available to Council.
As of this date, October 7, 1996, Council does approve warrant numbers 6419 through 6466 in
the total amount of $405,015.27.
Council does approve central stores and postage manual transfer numbers 960096 through
960104 in the total amount of $557.23.
DEPARTMENT REPORTS
Planning
City Planner Campbell said there would be an increase in the number of members on the Citizens
Advisory Committee regarding the East Wenatchee Comprehensive Plan, as recommended by
the consultants. Mr. Campbell said he wrote letters to several organizations, advertising for
additional members. Mr. Campbell recommended entering into a contract with Kushlan &
Associates for the comprehensive plan. Council agreed by consensus to move forward with the
contract.
Mr. Campbell read a letter into the record from Michael Moody.
Dear Mayor Collings,
I am writing this letter to express my disappointment in the recent decisions that
were made regarding the annexation effort. My home is located on 1 st Place SE
and I was eagerly awaiting notification that it would soon be part of the City of
East Wenatchee. I hope that despite the recent events, that yourself and the city
will continue to pursue the goal of annexation. As a homeowner, I am well aware
of the advantages of being a resident of the City, as opposed to the County.
I would also like to thank you and your staff for all of your time and efforts so far
in working towards this goal. I am sure that all of you have worked very long
hours for this effort and also share my disappointment.
Again, I hope that we can continue to aggressively pursue the annexation effort
and finally allow the citizens their right to vote on this issue. I am sure that they
will make the right one.

Council Action: A motion was made by Councilmember Frack, second by Councilmember
' Carson to approve the street vacation on property located at 1727 No. Aurora Avenue. The
motion carried, 6-0.
96-10-02 A public hearing regarding a proposed Douglas County Biomedical Waste Ordinance
Mayor Collings said the ordinance was prepared by the Public Health & Safety Technical
Advisory Committee of the Solid Waste Advisory Committee. She added, the proposed
ordinance was distributed to local businesses that deal with biomedical waste.
Mayor Collings opened the public hearing at 7:25 p.m.
The following were opposed to the biomedical ordinance:
Tamara Gordy, Waste Management of Greater Wenatchee
Dr. Robert Merrill, 1726 N Fairview, East Wenatchee
The reason given for the opposition to the ordinance included no present problems at the landfill;
the biomedical waste was being properly handled at the generator level and; an ordinance at the
local level was unnecessary since the issue was heavily addressed and controlled at the state
level.

The proponents of the ordinance said the need for better control was obvious; the generators of
the waste were not disposing of it properly and; the biggest concern was potential liability.
Mayor Collings closed the public hearing at 7:34 p.m.
Council discussion followed and Mr. Draggoo was again asked for more detail. After further
review, Council felt education was the best answer and no ordinance was needed. Mayor
Collings will convey that information to the Solid Waste Advisory Committee.
MAYOR'S REPORT
Mayor Collings reminded council of the budget workshop scheduled for October 14th at 6:30
p.m. in the Council Chambers.
