ROLLCALL
Councilmembers Present: Councilmember Nash, Councilmember Mikow, Councilmember
Hendricks, Councilmember Carson, Councilmember Lacy, Councilmember Frack, Mayor
Collings. Councilmember Aiken excused.
Staff Present: Virginia Oestreich, Dana Bamard, Stuart Campbell, Nick Wiltz, Bob Goodman,
Bruce Nash, Chuck Zimmerman.
CITIZEN COMMENTS
Bill Stroud, Eastside Together Coalition, asked Council not to act on any annexation appeal until
after the deadline of October 11, 1996. He said the Eastside together Coalition wants to explore
' options of an appeal.
Bill Millett, 450 So. Lyle, East Wenatchee, representing the Douglas County Citizens for
Responsible Growth, commended the city and council on the Ninth Street Project and the East
Wenatchee River Trail. Mr. Millett asked if he could read a letter from his attorney regarding the
appointment of the Citizens Advisory Committee into the record. Council said they had received
his letter and did not feel it necessary to read it into the record.
City Attorney Zimmerman said the appointments to the Citizens Advisory Committee had been
made and the procedure was done according to WAC 365.195.600 P2.
Mr. Millett said it would be impossible for the committee to represent the vast range and
diversity of the planning area when seventy-five percent of them lived within a small portion of
the entire planning area.

Council Action: A motion was made by Councilmember Lacy, second by Councilmember
Carson to approve the consent calendar as presented, and as the following items were listed. The
motion carried, 6-0.

PRESENTATION
' LINK - Eric Phillips - Transfer site study update
Eric Phillips. LINK Transportation Coordinator, updated Council on the East Wenatchee Area
Transfer Site Study. He said the study would provide information necessary to define a location
for a future transfer site. Mr. Phillips noted the different sites from a LINK map of the area. The
entire project is still in the study phase.
RESOLUTION
96-09-03 A resolution setting October 7, 1996, as the date for a public hearing regarding a
street vacation on property located at 1727 No. Aurora Avenue
Mayor Collings read resolution title.
Council Action: A motion was made by Councilmember Hendricks, second by Councilmember
Lacy to approve the resolution setting October 7, 1996, as the date for a public hearing regarding
a street vacation on property located at 1727 No. Aurora Avenue. The motion carried, 6-0.
RESOLUTION 96-8
AN RESOLUTION OF THE CITY COUNCIL OF EAST WENATCHEE,
WASHINGTON, SETTING A PUBLIC HEARING DATE FOR THE PURPOSE
OF CONSIDERING VACATION OF A PORTION OF AURORA AVENUE.
ORDINANCE
96-09-04 An ordinance amending the zoning code for property located at 20 & 24 13th Street
NE as approved by Council.
Mayor Collings read the ordinance summary.
Council Action: A motion was made by Councilmember Lacy, second by Councilmember
Frack to elevate first reading to second reading. The motion carved, 6-0. A second motion was
made by Councilmember Lacy, second by Councilmember Carson to pass the ordinance. The
motion carried, 6-0.

CITY OF EAST WENATCHEE COUNCIL MINUTES
SEPTEMBER 16, 1996
The Association of Washington Cities Regional Meeting is scheduled for October 3 in
' Wenatchee. Elected officials are encouraged to participate.
Mayor Collings said she had received a letter from Bob Kantor of Wenatchee Valley Mall
Partners on the progress of the mall.
COUNCIL REPORTS
Councilmember Carson said a LINK board was scheduled for, Tuesday, September 17th at 6:00
p.m.
