ROLL CALL
Councilmembers Present: Councilmember Nash, Councilmember Mikow, Councilmember
Hendricks, Councilmember Carson, Councilmember Lacy, Councilmember Frack, Mayor
Collings. Councilmember Aiken excused.
Staff Present: Virginia Oestreich, Dana Barnard, Randy Harrison, Stuart Campbell, Nick
Wiltz.
CITIZEN COMMENTS
Bill Millett, 450 So. Lyle, East Wenatchee, representing the Douglas County Citizens for
Responsible Growth, asked the Mayor and Council to consider a member from the Douglas
County Citizens for Responsible Growth to be appointed to the Citizens Advisory Committee.
Mr. Millen said previously his attorney had sent a letter to the City Clerk and Planning '
Department requesting the committee and Mr. Millett be informed of agenda items and dates of
meetings. He said the negligence in sending this information to him should allow him a grace
period to submit the name of someone to be on the committee.
Mayor Collings said the committee's request had been for meeting notices and agendas and this
was being done. Nothing had been requested regarding this issue.
CONSENT CALENDAR
Council Action: A motion was made by Councilmember Hendricks, second by Councilmember
Frack to approve the consent calendar as presented, and as the following items were listed. The
motion carried, 6-0.
1. Consideration of minutes -- Regular Session, August 19, 1996
2. Consideration of Bills
Vouchers audited and certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified as required by RCW 42.24.090, have been recorded on a
listing which has been made available to Council.

As of this date, September'1% 1996, Council does approve warrant numbers 6319 through 6381
in the total amount of $275,082.90; and Central Stores and Postage manual warrant numbers
930087 through 960094 in the total amount of $514.51.
DEPARTMENT REPORTS
Code Compliance
Code Compliance Office Wiltz asked Council to consider amending the sign code to eliminate
signs being posted on public property or city right of way. In particular he referred to campaign
signs.
Council questioned whether it really was a problem, and if so, it should not be addressed now
due to the pending elections. Council decided to have a Council Committee look at revising the
sign code after the new year.
Council Action: A motion was made by Councilmember Frack, second by Councilmember
Lacy to table the discussion regarding the sign code until a Council Committee could review the
code and decide if it needed to be revised. The motion carried, 6-0.
Police Department
Chief Harrison said he had received a letter from Sheriff LaRoche asking the city to support a
measure for the Local Option Sales Tax (.01% or 1/10 of 1 percent) by resolution, transferring
the revenue to the county for purposes of funding Criminal Justice costs. The city could benefit
by applying its' share to assist in paying for dispatching costs in a contract with Douglas County.
Chief Harrison said the city now contracted with the City of Wenatchee and was comfortable
with the dispatching services. Council expressed concern at the way the request was worded and
they were unsure of the full financial impact. City Clerk Oestreich said the funds could be
received and managed by the city.
Council Action: A motion was made by Councilmember Frack, second by Councilmember
Nash to deny the request supporting the Local Option Sales Tax. The motion carved, 6-0.
ORDINANCE
96-08-05 An ordinance establishing Council Committees for East Wenatchee
and establishing East Wenatchee Municipal Code Section 2.04.040
Mayor Collings read second reading.
Council Action: A motion was made by Councilmember Lacy, second by Councilmember
' Mikow to approve the ordinance with the addition of "by another Councilmember appointed"
before; by the Mayor under Section 1-C. The motion carried, 6-0.

Council Action: A motion was made by Councilmember Frack, second by Councilmember
Carson to approve the recommendation of the Planning Commission to approve a rezone for the
Douglas County Public Utility District at 20 and 24 13th Street NE. The motion carried, 6-0.
MAYOR'S REPORT
Mayor Collings reported on the following issues:
The Enhance East Wenatchee meeting will be Wednesday, September 4th.
Higate House will open at a celebration on Friday, September 6th.
The East Wenatchee River Trail opening and ribbon cutting would be Saturday, September 7th at
10:00 a.m.
The LINK Transfer Study will hold a meeting at City Hall Tuesday, September loth at 6:30 p.m.
The Boundary Review Board will submit their findings on the denied annexation on September
1 Oth at 7:00 p.m. The meeting will be held at the Douglas County Fire District.
Make a Difference Day will be October 26th and there will be a meeting next week for any ideas
people would like to contribute.
' The North Central Regional Transportation and Planning Organization meeting has been
scheduled for Wednesday, September 18th from 3:00 to 5:00 p.m in Chelan. Councilmember
Frack said he would attend the meeting in the Mayor's absence.

Association of Washington Cities Regional Meeting has been scheduled for October 3 in
Wenatchee. Elected officials were encouraged to participate.
Association of Washington Cities will be holding a workshop on "Creating Livable Communities
Through Pedestrian Design" Friday, October 4th, 9:00 a.m. to 12:00 noon at the North Central
Washington Museum.
Budget workshops have been scheduled for Monday, October 14th and Tuesday, October 22nd.
Councilmember Frack asked about the expansion of the Wenatchee Valley Mall. Mayor
Collings said she had spoken with Mr. McCormick of Federated Department Stores, which
represent the Bon Marche, and also to Bob Kantor of Wenatchee Valley Mall Partners. She said
things were progressing.
