ROLL CALL
Councilmembers Present: Councilmember Aiken, Councilmember Nash, Councilmember
Lacy, Councilmember Hendricks, Councilmember Carson, Mayor Collings. Councilmember
Frack and Mikow excused.
Staff Present: Virginia Oestreich, Bob Goodman, Randy Harrison, Stuart Campbell.
CONSENT CALENDAR
Council Action: A motion was made by Councilmember Hendricks, second by Councilmember
Carson to approve the consent calendar as presented, and as the following items were listed. The
motion carried, 5-0.
1. Consideration of minutes -- Regular Session, August 5, 1996 I
2. Consideration of Bills
Vouchers audited and certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified as required by RCW 42.24.090, have been recorded on a
listing which has been made available to Council.
As of this date, August 19, 1996, Council does approve warrant numbers 6279 through 6318 in
the total amount of $41,050.08.
Council does approve payroll warrant numbers 13994 through 14067 in the total amount of
$120,154.22 paid August 5, 1996, for the month of July, 1996.
DEPARTMENT REPORTS
Planning Department
City Planner Campbell presented a draft Corridor Planning Program to Council. The object of
the plan is to determine routes for traffic from SR 2/97 at the Odabashian bridge to Hydro Park
between Eastmont Avenue and the Columbia River. There will be an agreeable interlocal
between Douglas County and East Wenatchee. The cost of this Corridor Study has not been
determined at this time and it will establish the intention to implement the recommendations of
the WATS study.

Mr. Campbell added the trail ribbon cutting would probably be in the early part of September.
Paving was to be completed this week.
' Street Maintenance
Supervisor Goodman said Columbia Engineering was working on the signalization project for
9th Street and Eastmont.
Mr. Goodman said the 9th Street project was on schedule although all the paving may not be
completed by the school opening date.
Mr. Goodman said he would be talking to staff about some street paving projects that could be
done before the end of the year.
Mr. Goodman added the PUD lighting projects were ready to go. Lighting would be placed at
Baker, Devon, 19th and Sunset Highway.

96-08-06 First reading of an ordinance amending the zoning map for the Hale Rezone

Council Action: A motion was made by Councilmember Hendricks, second by Councilmember
Nash to elevate first reading to second reading. The motion carried, 5-0. A second motion was
made by Councilmember Hendricks, second by Councilmember Nash to pass the ordinance. The
motion carried, 5-0.

AN ORDINANCE OF THE CITY OF EAST WENATCHEE, WASHINGTON,
AMENDING THE OFFICIAL ZONING MAP OF THE CITY TO CHANGE THE ZOING
DESIGNATION ON CERTAIN REAL PROPERTY LOCATED NORTHOF THE
IRRIGATION CANAL, EAST OF EASTMONT AVENUE AND SOUTHOF THE NEW
9TH STREET ARTERIAL COMMONLY KNOWN AS THE HALE REZONE AND
ESTABLISHING AN EFFECTIVE DATE.
