(This meeting was recorded and will be retained at City Hall for a period of six years from the date of the meeting.) ROLL CALL Councilmembers Present: Councilmember Mikow, Councilmember Aiken, Councilmember Carson, Councilmember Frack, Councilmember Nash. Councilmember Hendricks as Acting Mayor Pro Tem. Mayor Collings and Mayor Pro Tem Lacy excused. Staff Present: Virginia Oestreich, Stuart Campbell, Nick Wiltz. PROCLAMATION City Clerk Oestreich read a proclamation for Council declaring August 3, 1996 as Healthy Kids Day in East Wenatchee. CONSENT CALENDAR Council Action: A motion was made by Councilmember Nash, second by Councilmember ' Frack to approve the consent calendar as presented, with the minutes being amended to correct the issue of the corridor study; and as the following items were listed. The motion carried, 6-0. 1. Consideration of minutes -- Regular Session, July 1, 1996 2. Consideration of Bills Vouchers audited and certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified as required by RCW 42.24.090, have been recorded on a listing which has been made available to Council. As of this date, July 15, 1996, Council does approve warrant numbers 6181 through 6225 in the total amount of $67,030.08. Council does approve payroll warrant numbers 13917 through 13920 in the total amount of $579.54, paid June 1, 1996, for the June 1996 Sick Leave Buy Back. Council does approve payroll warrant numbers 13922 through 13993 in the total amount of $119,712.88, paid July 5, 1996 for the month of June, 1996. Payroll warrant number 13921 was voided. 1 CITY OF EAST WENATCHEE COUNCIL MINUTES JULY 15, 1996 DEPARTMENT REPORTS Planning City Planner Campbell reviewed the status of the city's comprehensive planning as it relates to the Growth Management Act. He listed the items needing to be accomplished to be in compliance with state mandates. Mr. Campbell stressed the importance of having a Capital Facilities Plan in place. He gave a recommended schedule for completion of the comprehensive plan. Mr. Campbell said a Citizen's Advisory Committee, made up of county and city residents, would also be a recommendation. The committee would assist in working toward the goal of the larger community. Council discussion followed. Councilmember Frack said he would like us to move forward with the project and he did not like the sound of being out of compliance with state mandates. Councilmember Nash expressed concern of how the Hearings Board was going to rule; however agreed we need our own comprehensive plan as a tool for the future. City Clerk Oestreich said, depending on the actual cost, funds could be available for the consultant portion. She said the Capital Improvement Fund could be amended to meet most of the estimated costs. ' Council Action: A motion was made by Councilmember Frack, second by Councilmember Mikow to endorse the process and move forward with the project and the Citizen's Advisory Committee. The motion carried, 6-0. Patti Herres, East Wenatchee Chamber of Commerce, thanked the Council for their support of the project. She expressed concern that the business core stay in East Wenatchee and offered Chamber help and support in any way possible. RESOLUTION 96-06-02 The City of East Wenatchee's Six Year Transportation Program and resolution adopting the plan City Clerk Oestreich said Mr. Goodman, Street Superintendent, had reprioritized the list of projects as Council had requested. The resolution would adopt the plan. Acting Mayor Pro Tern Hendricks read the resolution title.
