(This meeting was recorded and will be retained at City Hall for a period of six years from the date of the meeting.) ROLL CALL Councilmembers Present: Councilmember Mikow, Councilmember Hendricks, Councilmember Carson, Councilmember Frack, Councilmember Nash, Councilmember Lacy, Mayor Collings. Councilmember Aiken excused. Staff Present: Virginia Oestreich, Randy Harrison, Bob Goodman, Stuart Campbell, Bruce Nash. CITIZEN COMMENTS Patti Herres, Executive Director, East Wenatchee Chamber of Commerce, said the Canadian - American games would be held in Wenatchee/East Wenatchee in 1999. The chambers had been awarded the bid. Both chambers were quite excited about the event. Ms. Herres said the Wenatchee and East Wenatchee chambers met for joint board meetings. The chambers were looking for a slogan for the area to represent tourism. The suggestion was "the Apple Capital of the World." Council discussion about a slogan followed. Council felt the suggested slogan did not address tourism. Councilmember Lacy said the slogan should have something related to sun and water. Ms. Herres asked Council to call if they had any ideas. Ms. Herres said the auction at COSTCO was a huge success. Council asked Mayor Collings to send a letter thanking COSTCO for promoting community events and spirit. CONSENT CALENDAR Council Action: A motion was made by Councilmember Frack, second by Councilmember Lacy to approve the consent calendar as presented and as the following items were listed. The motion carved, 6-0. l . Consideration of minutes -- Regular Session, June 17, 1996 2. Consideration of Bills Vouchers audited and certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified as required by RCW 42.24.090, have been recorded on a I listing which has been made available to Council. CITY OF EAST WENATCHEE COUNCIL MINUTES JULY I, 1996 As of this date, July 1, 1996, Council does approve warrant numbers 6138 through 6180 in the total amount of $212,500.22; warrant number 6157 was voided. ' DEPARTMENT REPORTS Street Department Street Maintenance Supervisor Goodman said the 1962 truck sold at the auction for thirty-three hundred dollars. Mr. Goodman said the bids for the 9th Street Enhancement Project had been opened and Goodfellow Brothers, Inc. was low bidder at $713,385.00. He said the engineer's estimate was $739,000.00. He said the project could start as soon as July 8 and he reminded Council the project was funded with federal grant money. Mr. Goodman said a copy of street lighting work to be done had been forwarded to the PUD. Planning City Planner Campbell said the Douglas County Planners and Engineers would be entering into a traffic corridor study. He said the study was basically what was in the WATS Study. This included the North -South Corridor, designation of future collectors, arterials, transit, bikes, ' common design, and route plans. He added the study addressed traffic problems and how to solve them. Mr. Campbell reported on the trail project. He said the hole had been cut in the bridge, the piece was a foot thick; the contractor was getting ready to pave and the project was on schedule. Mr. Campbell said a Capital Facilities Plan was mandated by the Growth Management Act and he hoped for completion this year and he was looking for grant monies to help finance it. PUBLIC HEARINGS 96-06-02 A public hearing regarding the Six Year Transportation Plan Superintendent Goodman noted his list of priorities had been given to Council. He said the plan needed to be completed by July 31 and would be set by resolution. Mr. Goodman said there was little funding available for some of the projects and his Street Fund carryover would be considerably less than in the past. Mr. Goodman said the Baker Avenue extension and the Canyon A were his highest priorities. The motion carried, 6-0. DISCUSSION 96-07-01 Council Committees Mayor Collings reminded Council of their interest in the committee process. She said many ordinances had been reviewed by staff; the committees would be set by ordinance; and we would Re the committees to be effective January 1, 1997. Council Action: A motion was made by Councilmember Lacy, second by Councilmember Frack to approve the council committees as presented. The motion carried, 6-0. 96-07-02 Parking Regulations Mayor Collings said Mr. Marr, the East Wenatchee resident asking for a change in the ordinance, was not available and asked Council to consider moving the issue to the next meeting. ' Councilmember Nash said she agreed with staff that the regulations should be left as is since it was working. Councilmember Aiken said we should keep the ordinance in force as it is. Council Action: A motion was made by Councilmember Nash, second by Councilmember Hendricks to leave the ordinance and the parking regulations as they are now. The motion carried, 6-0. MAYOR'S REPORT Mayor Collings said she would be on vacation on July 13 and asked for a council representative to attend the Waterville Fair. She said one of the Arts on the Avenue sculptures would be put in place. Councilmembers Frack and Hendricks said they would attend. Councilmembers Hendricks and Nash will attend the July 16 KPQ program. Mayor Collings asked for a Councilmember to be a representative on the RC and D program. Councilmember Frack volunteered. Councilmember Hendricks will chair the July 15 meeting -- for Mayor Collings, since she will be on vacation, as will Mayor Pro Tj m Lacy. ADJOURNMENT — 8:30 P.M. Virgin .Oestreich City Clerk -4-
