ROLL CALL
Councilmembers Present: Councilmembers Mikow, Councilmember Hendricks,
Councilmember Carson, Councilmember Aiken, Councilmember Frack, Councilmember Nash,
Councilmember Lacy, Mayor Collings.
Staff Present: Virginia Oestreich, Dana Barnard, Randy Harrison, Bob Goodman, Bruce Nash.
CITIZEN COMMENTS
Patti Herres, Executive Director, East Wenatchee Chamber of Commerce, said the Wenatchee
Chamber of Commerce was working with the East Wenatchee Chamber of Commerce to invite
the Can America Games to the Wenatchee Valley for their annual event in 1999. This group was
Canadian and American Fire and Police in competitive sports. She added the event could bring
fifteen hundred competitors and their families to the valley. Ms. Herres said she would like the '
Council and the Police Department support by writing a letter inviting the group to the
Wenatchee Valley for the event in 1999.
Council Action: A motion was made by Councilmember Nash, second by Councilmember
Hendricks to have the Mayor write a letter inviting Can America to the Wenatchee Valley for the
their annual event in 1999. The motion carried, 7-0.
CONSENT CALENDAR
Council Action: A motion was made by Councilmember Nash, second by Councilmember
Frack to approve the consent calendar as presented and as the following items were listed. The
motion carried, 7-0.
1. Consideration of minutes -- Regular Session, June 3, 1996
2. Consideration of Bills
96-06-02 3. Set July 1, 1996 as date for a public hearing regarding the Six Year
Transportation Plan
96-06-03 4. Set July 1, 1996 as date for a public hearing for the Mission Vista petition
annexation

Vouchers audited and certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified as required by RCW 42.24.090, have been recorded on a
' listing which has been made available to Council.
As of this date, June 17, 1996, Council does approve warrant numbers 6089 through 6137 in the
total amount of $276,635.42; and manual warrant transfers 960059 through 960067 in the total
amount of $877.48.
Council does approve payroll warrant numbers 13846 through 13916 in the total amount of
$123,219.43, paid June 5, 1996, for the month of May, 1996.
PRESENTATION
Jan Carlson, North Central Washington Resource, Conservation and Development (RC&D)
reacquainted Council with the projects the RC&D has done. Mr. Carlson showed Council a
video giving an overview of what the RC&D's are doing statewide which included: an annual
water conference; grant library; envirothon competition and forest seed bank. He asked Council
for their input and ideas for projects for the North Central Washington RC&D.
DEPARTMENT REPORTS
Street Maintenance
Street Superintendent Goodman said the bid opening for the Ninth Street Corridor Improvements
would be at 2:00 p.m. Monday June 24, and asked Council if they would like to hold a Special
Council Meeting or authorize the Mayor to award the bid.
Council Action: A motion was made by Councilmember Frack, second by Councilmember
Mikow to allow the Mayor to award the bid for the Ninth Street Corridor Improvement based on
the recommendation of the engineer and Washington State Department of Transportation. The
motion carved 7-0.
Mr. Goodman said the engineers estimate for work to prepare a bid and design the project on the
Eastmont Avenue and Ninth Street intersection would be $20,800.
Council Action: A motion was made by Councilmember Lacy, second by Councilmember Nash
to continue with the signalization system project for Ninth Street and Eastmont Avenue
intersection. The motion carried 7-0.
Mr. Goodman said the Six Year Transportation Plan would be ready for Council review soon and
asked Council to begin prioritizing street projects.
