(This meeting was recorded and will be retained at City Hall for a period of six years from the date of the meeting.) ROLL CALL Councilmembers Present: Councilmember Nash, Councilmember Carson, Councilmember Aiken, Councilmember Frack, Councilmember Hendricks, Councilmember Lacy, Mayor Collings. Councilmember Mikow excused. Staff Present: Virginia Oestreich, Dana Barnard, Randy Harrison, Bruce Nash, Stuart Campbell.. PROCLAMATION Mayor Collings read a proclamation declaring the week of May 5, 1996 Municipal Clerks Week. CONSENT CALENDAR Council Action: A motion was made by Councilmember Frack, second by Councilmember , Aiken to approve the consent calendar as presented and as the following items were listed. The motion carried, 6-0. 1. Consideration of minutes -- Regular Session, April 15, 1996 2. Consideration of Bills 96-05-01 3. United Pentecostal Church Fireworks Stand Application 96-05-02 4. Heritage Christian Center Fireworks Stand Application As of this date, May 6, 1996, Council does approve warrant numbers 5726 through 5727 and 5944 through 5994 in the amount of $268,073.55. Council does approve manual warrant numbers 960049 through 960059 in the total amount of $517.42. Council does approve payroll warrant numbers 13702 through 13773 in the total amount of $121,782.93, paid April 5, 1996, for the month of March, 1996. 1 CITY OF EAST WENATCHEE COUNCIL MINUTES MAY 6, 1996 DEPARTMENT REPORTS City Planner Campbell said the upcoming meetings for the Wenatchee Area Transportation Study (WATS) were: May 17, 1996, a Steering Committee meeting, May 10, 1996, a Technical Committee meeting and tentatively, June 10, 1996, for Washington Transportation Policy Institute (WTPI) meeting. • Mr. Campbell said the grant application for Baker Street had made the first cut towards being approved by the Washington State Department of Transportation Mr. Campbell said a letter had been sent to the State requesting funding for Luminair and crosswalk signals for the intersection at Ninth Street and SR 28. ANNEXATION 96-05-03 A 10% petition annexation application for Mission Vista Group Home, Inc. City Planner Campbell said Council needed to review the material for proponents of the annexation and set a date for a public meeting within sixty days of the day the petition was accepted. Council could accept, reject or geographically modify the boundaries. Mr. Campbell said the property was adjacent to the Wenatchee Valley Mall and said if the ' annexation was approved the applicants would also be interested in an application for re -zoning from Multi -Family to General Commercial. Council Action: A motion was made by Councilmember Frack, second by Councilmember Aiken to set May 20, 1996, as the public meeting date for proponents of the annexation. The motion carried, 6-0. 11 RECOMMENDATION 96-05-04 Planning Commission recommendation to approve the Ingrum Rezone located North of 13th between Sunset Highway and Arbor Terrace. Mr. Campbell said the Planning Commission recommended a ninety foot strip adjoining Arbor Terrace be rezoned from Residential (RL) to Residential Multi -Family (RM). Council Action: A motion was made by Councilmember Hendricks, second by Councilmember Frack to accept the rezone recommendation to approve the Ingrum Rezone located North of 13th Street between Sunset Highway and Arbor Terrace from RL to RM.
