(This meeting was recorded and will be retained at City Hall for a period of six years from the date of the meeting.) ROLL CALL Councilmembers Present: Councilmember Lacy, Councilmember Carson, Councilmember Frack, Councilmember Hendricks, Mayor Collings. Councilmember Nash arrived at 6:45 p.m. Councilmembers Mikow and Aiken excused as absent. Staff Present: Virginia Oestreich, Linda Countryman, Stuart Campbell, Bob Goodman, Randy Harrison. Nick Wiltz. PROCLAMATION Mayor Collings read a proclamation declaring April 19, 1996, as Wellness Day in East Wenatchee. CONSENT CALENDAR ' Council Action: A motion was made by Councilmember Hendricks, second by Councilmember Frack to approve the consent calendar as presented and as the following items were listed. The motion carried, 5-0. 1. Consideration of minutes -- Regular Session, April 1, 1996 Special Session, April 8, 1996 2. Consideration of Bills As of this date, April 15, 1996, Council does approve warrant numbers 5904 through 5943 in the total amount of $113,497.81. PRESENTATION Mel Kichler, Wenatchee Chamber of Commerce, gave a first quarter report for 1996. She distributed a packet to Council that contained the current Chamber projects as well as future projects. She introduced boardmetribers Gil Sparks, Jeanie Lodge and John Woodward., 1 CITY OF EAST WENTACHEE COUNCIL MINUTES APRIL 15, 1996 DEPARTMENT REPORTS ' Code Compliance Code Compliance Officer Wiltz said the issue of campaign signs had been discussed two years ago and he wondered if Council wished to do something about it at this time since signs were beginning to appear again. Council agreed to leave the issue alone since it was not causing any traffic hazards or other problems at this time. Street Department Maintenance Supervisor Goodman said the sidewalk project on Eastmont was going very well; it was about half done; the residents were being patient and very pleased. He added the project should be done in about three weeks. Mr. Goodman said the 9th Street Project would soon being going to bid; the reclamation project was completed and the street crews were keeping the area watered for dust control, since nothing would be done until the project was started. He said he was considering a layer of oil for dust control. Planning Department ' City Planner Campbell reported that the trail project was moving forward in regards to the technical side and excavation. Mr. Campbell said the annexation documentation had been submitted to the Boundary Review Board on March 28. He said it appeared the County will take action; the Citizens for Responsible Growth had their attorney determining the number of signatures; and the chairman had indicated the submittal looked okay. Mr. Campbell suggested the Council may wish to meet with the Planning Commission at a workshop to review the different processes needed to go through on an issue. [Q 711 QVZryy 96-03-06 First reading of an ordinance relating to new administrative procedures for permitting processes as required by RCW 36.70B Regulatory Reform Act City Planner Campbell went into depth on the changes that the ordinance would bring in relation to planning processes. He noted the language changes; the posting requirements; the new forms that would be required; how an application process would work now compared to the past; and how the different responsibilities would be delegated. The Lion's Officer of the Year Award Luncheon would be held Friday, April 19 at 11:30 at ' the Four Seasons. 7. April 20 would be White Goods Collection Day. 8. April 20 would also be Benefit Basketball at Wenatchee High School. 9. She asked for Council authorization to send the newsletter to all the annexation residents. The issue will have information on ongoing city projects. Council agreed by consensus. 10. Don Moody, KYSN radio asked if Council was interested in doing a commercial during Apple Blossom regarding the best of everything. Council declined, citing it should be a business issue. 11. April 29 will be the Mayor's Prayer Breakfast at the Red Lion in Wenatchee. She has tickets. 12. The Association of Washington Cities was looking for new officers, if any Councilmember was interested. COUNCIL REPORTS AND UPDATES ' Councilmember Frack asked that Council consider extending themselves to the County Commissioners. He suggested meeting with them and keeping the door open. He suggested Council may consider going to the Commission meetings to see what is going on and inviting the Commissioners to join Council in return. Councilmember Frack said he had attended a Growth Management presentation done by Gordon Congdon and it was excellent. He suggested Council may be interested in having a presentation at City Hall.
