(This meeting was recorded and will be retained at City Hall for a period of six years from the date of the meeting.) ROLL CALL Councilmembers Present: Councilmember Nash serving as Mayor Pro-Tem, Councilmember Mikow, Councilmember Carson, Councilmember Aiken, Councilmember Frack, Councilmember Hendricks, Mayor Collings and Councilmember Lacy excused. Staff Present: Virginia Oestreich, Dana Bamard. Bob Goodman, Nick Wiltz, Randy Harrison, Bruce Nash. CONSENT CALENDAR Council Action: A motion was made by Councilmember Mikow, second by Councilmember Carson to approve the consent calendar as presented and as the following items were listed. The motion carried, 6-0. 1. Consideration of minutes -- Regular Session, March 18, 1996 ' 2. Consideration of Bills As of this date, April 1, 1996, Council does approve warrant numbers 5859 through 5903 in the total amount of $34,529.30. Council does approve manual warrant numbers 960043 through 960048 in the total amount of $803.02. CITIZEN COMMENTS Bill Millett, 450 So. Lyle, East Wenatchee, representing the Douglas County Citizens for Responsible Growth, said statistics given by Bob Larse at the March 18 Council Meeting were not correct and asked the Council to take exception to the following for the record: (A letter from Mayor Collings to Douglas County Commissioners) Our record of the March 13 hearing shows 10 speakers representing 80 persons who spoke in favor of the draft plan, and 22 persons representing 430 people who were in opposition to the draft plan as amended. Mr. Millett submitted a copy of a petition. 1 CITY OF EAST WENATCHEE COUNCIL MINUTES APRIL I, 1996 (A letter from Mayor Collings to Douglas County Commissioners) The City has never proposed 200 acres of commercial on Grant Road, nor has there ever been a proposal for a mall on Grant Road; Mr. Millen submitted an application for comprehensive plan amendment, WL Partners, LTD., Sun Valley, ID, fifty-eight acres of agricultural, This is a phase development which we expect to include up to 500,000 square feet of retail commercial building space and associated parking. We expect the development to be surrounded by a landscaped and bermed buffer strip to insulate the site from agricultural areas ant to act as a spray easement area. (A letter from Jeffers, Danielson Sonn & Aylward, P.S. to Jerry Litt Douglas County Planning Department) regarding WL Partners application for rezone, WL Partners asks that you put their Application for Rezone and Amendment to the Comprehensive Plan, Urban Growth Boundary and Resource Areas on hold pending the completion of the County's drafting of a new Comprehensive Plan and Urban Growth Boundary pursuant to the Growth Management Act. It is the opinion of WL Partners that continuing to proceed with an application which contains many parallel issues to the current GMA process will simply add confusion and cost to the process. WL Partners' immediate plans and goals for retail tenants at their site at Grant Road and Nile remain the same. PRESENTATIONS LINK - Eric Phillips - Transfer site study update Eric Phillips, LINK Transportation Coordinator, updated Council on the East Wenatchee Area Transfer Site Study. He said a steering committee would be doing studies on ridership; how people use Link and where the service should be in the future. East Wenatchee - Chamber of Commerce Patty Herres Patti Herres, Executive Director, East Wenatchee Chamber of Commerce, gave a first quarter report for 1996. Ms. Herres said the gift certificate program has been very successful with twenty-nine businesses participating. Ms. Herres said the East Wenatchee Chamber Board and Enhance East Wenatchee were officially giving the City of East Wenatchee the Eagle, "Gold Rush." Ms. Herres said work on the sidewalks and driveways at the parking lot on Valley Mall Parkway were about complete and she thanked Superintendent Goodman for all his help. Ms. Herres showed a video to Council of several business people in the Greater East Wenatchee area who wanted to express their opinions of growth in the current business core and support of the mall expansion. Councilmember Mikow said there had been rumors that the East Wenatchee Chamber of Commerce represented the Wenatchee Valley Mall. He asked Ms. Herres how many businesses at the Wenatchee Valley Mall were part of the two hundred forty Chamber members. Ms Herres said there were five. He said the delay on the study was how to enter and exit the 285 Columbia River bridge. He added funds to complete this study would come from the local entities at a total cost of nine hundred thousand dollars. Mr. Mikow suggested contacting the State Legislators to request funding for the Department of Transportation to be able to complete the study. ADJOURNMENT - 7:55 P.M.
