ROLLCALL
Councilmembers Present: Councilmember Lacy, Councilmember Carson, Councilmember
Aiken, Councilmember Frack, Councilmember Hendricks, Councilmember Nash,
Councilmember Mikow, and Mayor Collings.
Staff Present: Virginia Oestreich, Dana Bamard, Stuart Campbell, Bob Goodman, Randy
Harrison. Nick Wiltz, Bruce Nash, Chuck Zimmerman.
PROCLAMATION
Mayor Collings read a proclamations declaring March 9, 1996, as Local Rotary Clubs Free
Immunization Day in East Wenatchee.
' PRESENTATION
Patti Herres, Executive Director, East Wenatchee Chamber of Commerce, gave third and fourth
quarter reports for 1995. Ms. Herres said the projects the Chamber had completed were the
Business and Professional Directory and Shop Local. The projects the Chamber were working
on were a "Walk About" brochure and Enhance East Wenatchee. Ms. Herres said the downtown
business owners have contributed to about one half of the parking lot enhancement.
CONSENT CALENDAR
Council Action: A motion was made by Councilmember Mikow, second by Councilmember
Aiken to approve the consent calendar as presented and as the following items were listed. The
motion carved, 7-0.
1. Consideration of minutes -- Regular Session, February 20, 1996
2. Consideration of Bills
As of this date, March 4, 1996, Council does approve warrant numbers 5779 through 5812 in the
total amount of $51,478.66.
Council does approve manual warrant transfer numbers 960001 through 960040 in the total
amount of $1,835.21.

EAST WENATCHEE RIVER TRAIL
' 96-03-02 Authorization to award bid on the River Trail Project.
Mr. Campbell said the bids received on the River Trail Project had been analyzed by Nicholls
Engineering. They have recommended awarding the project to the low bidder, Basin Paving,
with a bid of four hundred sixty-five thousand six hundred seventy-two dollars and fifteen cents.
Councilmember Hendricks said the cost of the trail has almost doubled since the beginning of the
project and feels that sidewalks should be completed first.
Councilmember Nash said she opposes using public funds for the project since the trail has
always been a special interest group project.
Council Action: A motion was made by Councilmember Mikow, second by Councilmember
Carson to award the bid on the River Trail Project to Basin Paving. The motion carried 4-3.

RECOMMENDATION
96-03-03 A recommendation by the Planning Commission for approval of a Shoreline
Substantial Development Permit for the Douglas County Sewer District Plant
' Expansion.
Mr. Campbell said the Planning Commission and the Planning Staff recommend approval of the
Shoreline Substantial Development Permit for the treatment plant expansion.
Council Action: A motion was made by Councilmember Frack, second by Councilmember
Hendricks to approve the Substantial Development Permit for the Douglas County Sewer District
Plant Expansion. The motion carried 7-0.
ANNEXATION
96-03-04 Direction to proceed in the annexation process.
City Planner Campbell said the Council needed to decide what direction to take on the
annexation process before the March 29, 1996 Boundary Review Board deadline. He said if
Council decided to proceed in the annexation process, a notice of intent would need to be sent to
the Boundary Review Board. The Boundary Review Board then has thirty days to set a meeting
to discuss the issue.
Council Action: A motion was made by Councilmember Lacy, second by Councilmember
Frack to proceed to the Boundary Review Board; and to authorize Kushlan & Associates to make
the presentation to the Boundary Review Board. The additional funds for this would come from
the balance of the Kushlan project contract. The motion carried 6-1. (Hendricks)

Mayor Collings said meetings for March were; East Wenatchee Chamber Luncheon, DARE
graduation, Enhance East Wenatchee and a Comprehensive Planning Hearing to adopt plan.
COUNCIL REPORTS
Councilmember Mikow said the definition of concurrence was; as deficiencies are identified they
must be addressed or have the funds to remove the deficiency. He said the Wenatchee Area
Transportation Study was done to identify the transportation problems or deficiencies. The
entities responsible for the study are City of Wenatchee, Chelan County, City of East Wenatchee
and Douglas County.
Councilmember Hendricks said the "White Goods" garbage collection day had been scheduled
for April 20, 1996, at Douglas County Park.
