(This meeting was recorded and will be retained at City Hall for a period of six years from the date of the meeting.) ROLLCALL Councilmembers Present: Councilmember Carson, Councilmember Aiken, Councilmember Frack, Councilmember Hendricks, Councilmember Nash, Councilmember Mikow, Councilmember Lacy, and Mayor Collings. Staff Present: Virginia Oestreich, Dana Bamard, Stuart Campbell, Bob Goodman, Randy Harrison, Nick Wiltz, Bruce Nash, Chuck Zimmerman. CITIZENS COMMENTS Teri Boden, President of Friends for Wenatchee Skate Board Park, asked Council for financial support to complete the Skate Park. Ms. Boden said City of Wenatchee gave the land to Friends for Wenatchee Skate Park and said they would match any money earned to the amount of twenty thousand dollars. She added the Skate Park would be located at Pioneer Park in Wenatchee. Jay Boden, member of Friends for Wenatchee Skate Park, said the group has held several fund raisers and to date has raised seventeen thousand dollars. Jay showed Council a model of the proposed park. He said it was professionally designed; much of the work could be donated; and regional competition could bring in tourism dollars. The total project would be about fifty thousand dollars. Council thanked Teri and Jay Boden for their presentation and said they would discuss it at the Council retreat. CONSENT CALENDAR Council Action: A motion was made by Councilmember Hendricks, second by Councilmember Aiken to approve the consent calendar with the amendment of adding the word changing to the public hearing portion of the February 5, 1996, Council Minutes. The motion carried, 7-0. 1. Consideration of minutes -- Regular Session, February 5, 1996 Special Council Meeting, February 12, 1996 2. Consideration of Bills ' As of this date, February 20, 1996, Council does approve warrant numbers 5729 through 5778 in the total amount of $18,532.38. Warrant numbers 5728 and 5730 were voided. Council asked if any property owners in the two hundred acre agricultural land area of the preferred urban growth boundary wished to make comments. Jeff Lucas who owns property in the two hundred acres of the proposed addition to the urban growth boundary, read a letter into the record as follows: To: East Wenatchee City Council From: Property Owners in proposed addition to the urban growth boundary We, the undersigned, representing 85.5% of the approximately 200 acres in the City Council's proposed addition to the urban growth boundary east of Mary Street and south of Grant Road, affirm that we support the action to include the additional acreage. Brown, WL Partners Ed Sherman Al Sherman Jim Brown, representing WL Partners, said his forty acres has shown continual agricultural problems and his orchard has not earned enough money to pay the taxes on the property. At Sherman commended Council on allowing the property owners to speak. He added he was in favor of having an opportunity to promote the land for purposes other than agriculture. Councihnember Mikow said he talked to the managers of Ernst and Food Depot and both said the property on Grant Road and Lyle would -not be acceptable to them as a new location.
