SPECIAL SESSION OF THE CITY COUNCIL CONVENED

ROLL CALL
Councilmembers Present: Councilmember Aiken, Councilmember Frack, Councilmember
Nash, Councilmember Lacy, Councilmember Carson, and Mayor Collings. Councilmember
Hendricks, and Councilmember Mikow, excused as absent.
Staff Present: Dana Barnard, Linda Countryman, Stuart Campbell, Chuck Zimmerman.
Mayor Collings said the City needed to take a stand on land use by drafting its own plans since
Douglas County had declined to discuss the issues. She added one mediation session was held in
October 1995, but a second session was never held, and the mediator told the City that the
County was not interested in another session.
City Planner Campbell said the purpose of the meeting was to discuss the content and merits of
the Citizens Advisory Committee draft plan and to consider changing the Urban Growth
Boundary to better address the interests of the City of East Wenatchee through the City's
comprehensive plan.
Mr. Campbell reviewed the packet contents with Council and answered questions for the
Councilmembers.
Jon Eberle, representing Robert Aikens and Associates, spoke in favor of the existing Urban
Growth Boundary which includes the area at Odabashian Bridge.
George Kirk, representing Wenatchee Valley Mall, spoke in favor of modifying the Urban
Growth Boundary.
After discussion Council decided to adjust the Urban Growth Boundary to exclude the area to
the north by drawing the line at thirty-fifth street and by extending the boundary to the east
beyond Nile to the extension of the existing draft boundary or another similar extension and
including the commercial acreage to the east of the City on Grant Road.
