ROLL CALL
Councilmembers Present: Councilmember Frack, Councilmember Hendricks, Councilmember
Nash, Councilmember Mikow, Councilmember Lacy, Councilmember Carson, Councilmember
Aiken, Mayor Collings.
Staff Present: Dana Barnard, Linda Countryman, Bob Goodman, Stuart Campbell, Randy

CONSENT CALENDAR
Council Action: A motion was made by Councilmember Hendricks, second by Councilmember
Lacy to approve the Consent Calendar as presented and as the following items were listed. The
motion carried 5-0.
1. Consideration of minutes -- Regular Session, January 16, 1996. I
2. Consideration of Bills
Vouchers audited and certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified as required by RCW 42.24.090, have been recorded on a
listing which has been made available to Council.
As of this date, February 5, 1996, Council does approve warrant numbers 5693 through 5725 in
the total amount of $35,999.91; Central Stores manual warrant transfer number 108795 in the
total amount of $708.97.
Code Compliance
Code Compliance Officer Wiltz gave Council a breakdown of the 1994 and 1995 building
valuations, building permit fees and the expanded cost for plan exams. He said all fees collected
in 1995 showed increases from twenty-seven percent to one hundred fourteen percent over the
1994 figures.
PRESENTATION
City Planner Campbell said the Riverfront Trail Project was ready to go to bid. He said the
Washington State Department of Transportation had completed their review and approved the
East Wenatchee River Trail plan. He added the bids would be received until 10:00 a.m. March
4, 1996.

Councilmember Hendricks asked if the amount of total costs listed on the report was the total
cost for everything and if the City had a commitment from Complete the Loop to support the
amount of their donation. Mr. Campbell said the cost of six hundred thirty-seven thousand
dollars was the total amount. He added the engineer's estimate was four hundred'forty thousand
dollars.
Councilmember Lacy asked what the original budgeted amount was for the Trail. Mr. Campbell
said the budgeted amount was one hundred eighty thousand dollars. He added the total cost to
the City would be two hundred thousand three hundred thirteen dollars.
PUBLIC HEARING
96-02-01 A public hearing regarding the City of East Wenatchee's position on the Urban
Growth Area and land use designations for the Greater East Wenatchee
Planning Area.
City Planner Campbell said the issues are the Urban Growth Boundary and land use
designations. He said the lack of compliance from Douglas County is keeping the City from
applying for grants and loans.
Phil Kushlan, Kushlan & Associates, said to plan for the City's future, the City Council has to
' make choices to set the direction of urban development for the next twenty years. He said some
of the issues were capital facilities planning and infrastructure concerns.
City Attorney Zimmerman said the East Wenatchee had three options:
• The first option would be to do nothing and not respond to the recent changes to the plan, go
forward with our planning under the Growth Management Act, complete a plan that meets
our goals and brings the City into compliance.
• The second option would be to argue the land use designations of the draft plan through
litigation and other means.
• The third option would be to create a new land use plan representing the City's interests and
vision and to reconsider the resource land issues, our City center planning issues, utility
impacts, the Inter Urban Growth Boundary location, the citizen comments and desires, the
population projections and land base; and the commercial and other land use designations.
All of these relate to the primary interests of the City of East Wenatchee.

Mayor Collings closed the Public Hearing at 8:42 p.m.
Councilmember Lacy said he wants to see a vision of where the community is headed
economically in the next twenty years. He said the City should develop a plan that changes its
focus.
Council Action: A motion was made by Councilmember Lacy, second by Councilmember
Frack to adopt option number three to change the Urban Growth Area. The motion carried, 6-1.

Councilmember Lacy said he would like to have a special meeting to discuss the Citizens
Advisory Committees report before making a decision as to the direction the City should take on
the Urban Growth Area.

PRESENTATION
Annexation Evaluation
Phil Kushlan, Kushlan & Associates, presented the final annexation evaluation for Council
review. Mr. Kushlan reviewed the evaluation summary for Council and answered questions. In
response to a question from Councilmember Frack, Mr. Kushlan said, in his experience, an
annexation of this size would be expensive to service. Mr. Kushlan concluded with an offer to
speak to Council again after the evaluation had been reviewed.
MAYOR'S REPORT
Mayor Collings asked city Attorney Gil Sparks to give an update on the union contract.
City Attorney Gil Sparks said the union accepted the contract as presented which included a
three point two percent increase for the officers and a one hundred twenty-five dollar stipend for
the detective. He added the pay would be retroactive to January 1, 1996.
Council Action: A motion was made by Councilmember Hendricks, second by Councilmember
Frack to ratify the union contract. The motion carried, 7-0.
Mayor Collings said there was not a sixty day turn around time to retain authority from the
' Washington Utilities and Transportation Commission for regulating garbage rates. She said if
the City decided to take back the authority they would need to have another service in place.
Mayor Collings said Steve Hair from KPQ asked Council to consider having a Councilmember
or the Mayor on the radio to talk about issues involving the City. She said this would be once a
month at 2:30 p.m.
Mayor Collings said there was a Planning Short Course meeting scheduled at Sun Mountain
Lodge in February if any Councilmembers were interested.

Mayor Collings said the Council retreat had been scheduled for February 29, 1996, at Cedars Inn.
