ROLL CALL
Councilmembers Present: Councilmember Hendricks, Councilmember Lacy, Councilmember.
Mikow, Councilmember Aiken and Mayor Collings. Councilmember Frack, Councilmember
Nash and Councilmember Carson excused as absent.
Staff Present: Dana Barnard, Linda Countryman, Bob Goodman, Nick Wiltz.
DEPARTMENT REPORTS
Street Department
Street Superintendent Goodman, asked Council's approval to enter into a contract with Columbia
Engineering for twenty-four thousand three hundred forty-four dollars for design work to
' establish a corridor for drainage channel and pipes for Canyon A at Third Street and Eastmont
Avenue. Mr. Goodman said the project could be put into phases. Council approved the
recommendation by consensus.
PRESENTATION
Skills Center Feasibility Study Update
Joyce Stewart, representing the Skills Center Feasibility Study, said the study would determine if
a Technical Skills Center would be a benefit to the community. Some groups involved in the
study are: the Wenatchee World, the Educational Service District and the Port of Chelan
County.
Councilmember Hendricks asked where the Technical Skills Center would be located. Ms.
Stewart said the Technical Skills Center would be located in the larger urban area probably
Wenatchee or East Wenatchee. She added the Study should be completed by mid February and
then analyzed. Ms. Stewart said an informational meeting would held at Eastmont High School
at 7:00 p.m. on February 1, 1996 and if anyone had questions they could contact Gene Sharratt at
the Educational Service District.

RESOLUTION NUMBER: 96-01
' A RESOLUTION OF THE CITY OF EAST WENATCHEE,
WASHINGTON APPOINTING A MEMBER AND ALTERNATE TO THE
LINK BOARD.
AMENDMENT
96-01-07 Amending the East Wenatchee Employee Handbook to require Drug
and Alcohol testing for commercial drivers licensed employees.
Council Action: A motion was made by Councilmember Lacy, second by Councilmember
Mikow to amend the East Wenatchee Employee Handbook to require Drug and Alcohol testing
for commercial drivers licensed employees. The motion carried, 4 - 0.
MAYOR'S REPORT
Mayor Collings said the Wenatchee Area Transportation Study was twenty-five thousand dollars
more than original bill due to additional requests from the WATS team. The additional amount
would be divided among the five jurisdictions involved in the study.
Council Action: A motion was made by Councilmember Lacy, second by Councilmember
Hendricks to pay an additional five thousand dollars for the Wenatchee Area Transportation
' Study. The motion carved, 4 - 0.
Mayor Collings said the White Goods Collection Event with Douglas County Solid Waste would
be held in the spring. She asked Council if they would approve the use of city trucks and drivers
to help with the event. She added the event would be held at Eastmont High School.
Mayor Collings said the Council Retreat would be scheduled for Thursday, February 29, if this
date was acceptable to Council. She added the location would be Cedars Inn.
Mayor Collings said the Eastside Funfest was fast approaching and was still in need of
volunteers and a chair person.
Mayor Collings said Wenatchee City Administrator Gary Tomsic was looking for a selection
committee to review submittals for an architect for the Wenatchee Convention Center.
COUNCIL REPORTS.
Councilmember Mikow said he talked to the regional director of Waste Management about a
contract with the City for garbage collection which would include curbside recycling.
Mayor Collings said the Washington Utilities and Transportation Council would first have to
give authority over the collection of source -separated recyclables back to the City.
