ROLL CALL
Councilmembers Present: Councilmember Nash, Councilmember Mikow, Councilmember Hendricks,
Councilmember Carson, Councilmember Aiken, Councilmember Frack, and Mayor Collings.
Councilmember Lacy arrived at 6:40.
Staff Present: Virginia Oestreich, Dana Barnard, Bob Goodman, Nick Wiltz, Randy Harrison, Darin
Bender, Stuart Campbell.
MAYORS REPORT
Mayor Collings said the Smart Growth meeting on Saturday, March 15, at the Wenatchee Valley Senior
Center, was well attended. She said the subject of how growth should occur was discussed and there will
be another meeting in the future.
Mayor Collings said she had received a letter from the Transportation Improvement Board regarding the ,
grant application for the Baker Street extension. She said the application made it through the first phase
and TIB had requested additional information. She added, the city will know if the application was
approved sometime in May.
Mayor Collings said the East Wenatchee Chamber of Commerce has requested three thousand five
hundred dollars from the tourism fund to purchase banners for the Classy Chassis Parade. She said the
banners would alternate with the Apple Blossom Banners on Valley Mall Parkway and Grant Road.
Council Action: A motion was made by Councilmember Frack, second by Councilmember Mikow to
approve the request of the East Wenatchee Chamber of Commerce to purchase banners from the tourism
fund for the Classy Chassis Event in an amount not to exceed three thousand five hundred dollars. The
motion carved, 7-0.
Mayor Collings said, included in the contract with Waste Management, the City may place recycling
bins in four locations for commercial use. She added, Ron Draggoo, from Douglas County Solid Waste,
has asked different businesses if they were interested in placing the recycle bins on their property. The
locations suggested were; the Douglas County Annex Building, Douglas County Public Utility District,
East Wenatchee City Hall and the Department of Labor and Industries.
Council Action: A motion was made by Councilmember Lacy, second by Councilmember Frack to
pursue the placement of recycle bins for commercial use. The motion carried, 7-0.

Mayor Collings said the Misawa Delegation reception hosted by the City of East Wenatchee last year
was very successful. She asked Council if they would like to alternate this event each year with the City
of Wenatchee. She added however, she would like to hold the welcoming reception on Thursday so
other events may be attended on Friday.
Mayor Collings said a letter from the Association of Washington Cities was asking for officials
interested in serving on the Resolutions and Nominations Committee to contact Stan Finkelstein before
March 31.
Mayor Collings reminded Council of the Chamber meeting scheduled for Tuesday at 12:00 p.m. and the
D.A.R.E. graduation at Lee Elementary School at 1:00 p.m.
Mayor Collings said there would be a meeting Thursday, March 20 at 5:30 p.m. The meeting will be
held at City Hall with Douglas County officials, regarding the status of Canyon A funding.
Mayor Collings said the meeting with the Douglas County and Chelan County Commissioners and the
Cities of Wenatchee and East Wenatchee had been confirmed for Friday, March 21, from 9:00 a.m. to
11:00 a.m.
DEPARTMENT REPORTS
Street
Street Superintendent Goodman said the signal light at Ninth Street and Eastmont Avenue should begin
operating by March 27. He said the Washington State Department of Transportation would monitor the
signal light to assure correct operation. He added, there was a change order for the project that should
decrease the amount by twelve hundred fifty dollars and said there could be more decreases.
Mr. Goodman said he would like to apply for Public Works Trust Fund monies jointly with Douglas
County. He said this money could go toward the Canyon A flooding project and Eastmont Avenue to the
Columbia River storm drain. He added, the application would be awarded in August.
Council Action: A motion was made by Councilmember Aiken, second by Councilmember Carson to
proceed with a joint application with Douglas County for a Public Works Trust Fund loan. The motion
carried, 7-0.
Mr. Goodman said the street department would begin filling potholes around April 1. He said the streets
would be striped before Apple Blossom.

ORDINANCE
97-03-03 An Ordinance repealing utility taxes
Councilmember Hendricks said he felt the media was confused regarding the reserves; the way he reads
the report it shows the revenues fifteen thousand dollars over in two months. He said with the revenues
coming in like this the city should repeal the utility taxes.
Mayor Collings said the vehicle tax would not start until September. Therefore, revenues from the
vehicle tax would only be received for four months of the 1997 budget year. She added, there was a
misconception of what are reserves. She explained the investment pool and city funds and how line
items were added and subtracted.
Councilmember Lacy said during the budget process the city needed to look at increased funding sources
and cut back on expenditures. In doing so, the City employees received no cost of living raise; the Street
Department has a six year plan they cannot work on and the Planning Department has to wait for a much
needed additional employee. Mr. Lacy said this was just to balance the budget and two months into the
new year was too soon to concede if there are greater revenues and fewer expenditures. He added the
City should not have to operate on such a tight budget.
Councilmember Mikow reminded Council of the one hundred thousand dollar interfund loan transferred
from the Street Fund to the Current Expense Fund in 1996 in order to pay bills. He added, this money
will need to be paid back to the Street Fund. Mr. Mikow said the balanced budget is minimal and
without the taxes, the City will not have the money to continue to operate.
' Councilmember Aiken said he did not like the taxes either, and looking at the numbers to date he felt the
revenues already exceed the expenditures.
Councilmember Nash said she supports rolling back the taxes. She also expressed concerns regarding
some of the revenue line items.
Councilmember Frack said he agrees with Councilmember Lacy however two months is not enough time
to see how the revenues are doing; they need to be evaluated throughout the year.
Council Action: A motion was made by Councilmember Hendricks, second by Councilmember Frack
to table the ordinance repealing utility taxes for one month in order to study the figures. The motion
carried, 7-0.
COUNCIL REPORTS
Councilmember Lacy said he had drafted a resolution regarding the city's vision and has submitted it to
the Mayor for placement on the next agenda.
Councilmember Mikow said the Finance Committee had met and the agenda included the Investment
Pool and how to read the revenue and expentiture reports. He said this was very helpful to him in
understanding how the dollars for the line items were added and subtracted. He said the accounting
procedure used as required by the State Auditors for a city of our size works fine. He added, he
appreciated what he had learned. He suggested all Councilmembers see the City Clerk/Treasurer to learn
the process for a better understanding of the reports.
