COUNCIL RETREAT '

Councilmembers Present: Councilmember Aiken, Councilmember Frack, Councilmember
Nash, Councilmember Lacy, Councilmember Mikow, Councilmember Hendricks,
Councilmember Carson, Mayor Collings.
Staff Present: Virginia Oestreich, Bob Goodman, Randy Harrison, Joni Petersen, Stuart
Campbell, Nick Wiltz.
Joyce, Stewart, from Chelan, was the evening facilitator.
The subjects discussed during the evening were:
Growth and Development of East Wenatchee and the Valley
A Vision Statement
Annexations
The Mall
Economic Growth
Communication - between Council, our Citizens, and Staff
Utilities
Forty Hour Vacation to Employees in Lieu of a Cost of Living in 1997 ,
It was agreed the City should address a Five Year Plan, relating to Finances as well as Capital
Facilities.
Council will also begin addressing a Vision for East Wenatchee and begin to present Resolutions
for discussion.

STRENGTHS
Develop improvement as a City government - Proactive and Positive
Excellent place to work - hi retention
Laugh together, not at each other
Conscientious Department Heads - dedicated and committed employees
Favorable geographic area for growth
History of good community support for government
Good people
Council members try to take an active role with the citizens
Low tax rate will allow us to grow
WEAKNESSES
Don't have a long range plan for city (No common vision) ( 5-10 year plan)
Sometimes we are part of the problem, rather than the solution
Communication between city and county officials
Lack of autonomy from Wenatchee - Don't hold our own as a city
Lack of control over essential services (Water and Sewer)
Lack of economic diversity
Lack of credibility with government and people outside the city
Lack of potential for growth inside the city limits
Thoroughly understanding each others roles and responsibilities (intemal/extemal)
Communication between city and its citizens
