HomeMy WebLinkAbout10/20/1997 - City Council - City Council Meeting MinutesCITY OF EAST WENATCHEE, WASHINGTON REGULAR SESSION OF THE CITY COUNCIL CONVENED MAYOR DAWN COLLINGS PRESIDING OCTOBER 20, 1997 6:30 P.M. ROLL CALL Councilmembers Present: Councilmember Nash, Councilmember Hendricks, Councilmember Lacy, Councilmember Carson, Councilmember Mikow, Councilmember Aiken, Mayor Collings. Councilmember Frack, excused. Council Action: A motion was made by Councilmember Lacy, second by Councilmember Mikow to excuse Councilmember Frack from this Council meeting. The motion carried, 6-0. Staff Present: Virginia Oestreich, Dana Barnard, Randy Harrison, Stuart Campbell, Bob Goodman, Nick Wiltz, Bruce Nash. PLEDGE OF ALLEGIANCE CITIZEN COMMENTS Charles Anderson, an Eastmont High School student, said he is working on an Eagle Scout project and asked Council to contribute one hundred dollars towards supplies for the project. Mr. Anderson said he would be painting house numbers on the curb or streets in front of homes on the east side of Eastmont I between NE I Oth Street and NE 15th Street. He added the project would be a benefit to the city and the residents. Councilmember Nash said she would like the city to donate the supplies rather than donate dollars. She added, she was not in favor of spending any monies not previously budgeted. Mayor Collings said there may be businesses in the community willing to donate supplies to help in the completion of the project. Council Action: A motion was made by Councilmember Mikow, second by Councilmember Lacy to authorize Mayor Collings to verify whether the city could give public funds for this project. The motion carried, 4-2. (Nash, Hendricks) Benedict Amrstrong, East Wenatchee Chamber of Commerce president, said a draft plan had been approved regarding the Chambers plans for the community's future. Mr. Armstrong introduced other board members; Christina Van Well, Vicki Harlen, Phil Kaufman, Sue Ham and Bob Welsh. PROCLAMATION Mayor Collings read a proclamation declaring October 25, 1997 as Make A Difference Day. Mayor Collings invited councilmembers and city employees to take part in Make a Difference Day by volunteering time to clean up the proposed park site located at Valley Mall Parkway and SR 28. CITY OF EAST WENATCHEE COUNCIL MINUTES OCTOBER 20. 1997 Bob Welsh said the local Rotary Clubs would be working on the Columbia Junction project and invited volunteers to join the project. Mr. Welsh said there will be a celebration at 3:00 p.m. at Columbia ' Junction. He added, he appreciates the City's support in Make A Difference Day. MAYORS REPORT Mayor Collings reported on the following issues and events: The East Wenatchee Chamber of Commerce luncheon will be held at noon on Tuesday, October 21, at the Four Seasons Inn. Mayor Collings said budget workshops have been scheduled for October 22nd and October 28th, at 6:30 p.m., at City Hall. Mayor Collings said she had met with Mayor Earl Tilly of Wenatchee and the United States Postal Service Friday, October 10, regarding a new postal distribution center. She said the Post Office was looking for a location of approximately two plus acres in the valley that would not disturb adjacent property owners with noise and lights at night. She added the distribution center would create about seventy-five employment positions. DEPARTMENT REPORT Community and Planning Development ' Stuart Campbell, Director, said he has been reviewing the East Wenatchee Comprehensive Plan to ensure the comments addressed were clarified. Mr. Campbell said he would like to get the plan to the committee at the beginning of the year. Mr. Campbell said the Department of Community Trade and Economic Development had given a grant in the amount of six thousand dollars, and he hoped to use it for maping and copies. Mr. Campbell said the addendum to the scope of work on the Canyon A Stormwater Utility proposal was sixteen thousand five hundred dollars and East Weantchee's share would be nine thousand seven hundred fifty dollars. Council Action: A motion was made by Councilmember Lacy, second by Councilmember Mikow to approve the addendum to the scope of work for the Canyon A Stormwater Utility Proposal. The motion tied, 3-3. (Nash, Hendricks, Aiken) CONSENT CALENDAR Council Action: A motion was made by Councilmember Hendricks, second by Councilmember Carson to approve the consent calendar with the correction of a date change on the Special Session minutes, and as the following items were listed.
