ROLL CALL
Councilmembers Present: Councilmember Lacy, Councilmember Mikow, Councilmember Hendricks,
Councilmember Carson, Councilmember Frack, Councilmember Nash. Councilmember Aiken absent,
Mayor Collings excused.
Staff Present: Virginia Oestreich, Ray Yarnell, Nick Wiltz, Stuart Campbell, Linda Countryman, Bob
Goodman.

CITIZEN COMMENTS
Patti Herres, Executive Director, East Wenatchee Chamber of Commerce, distributed the new East
Wenatchee Tourism Guide to the Council. She highlighted the changes, noting the new pictures and
graphics.
Steve Lovold, 1630 North Anne, and Tom Ellis, 731 11th Street NE, residents of East Wenatchee, spoke
to Council regarding `friendly warnings' they had received because of parking a boat and a motor home '
on property considered to be city right of way. They said they had parked their recreational vehicles at
these locations many years before they were annexed into the city. Mayor Pro Tern Lacy read the
ordinance from the East Wenatchee Municipal Code, explained that Council could not make a change at
this time, and suggested both talk to the court or the city attorney.
Sergeant Yarnell said the determination of illegal parking was made when vehicle parking overlapped
poles onto the streets or city right of ways.
CONSENT CALENDAR
Council Action: A motion was made by Councilmember Frack, second by Councilmember Carson to
approve the consent calendar as presented, and as the following items were listed. The motion carried,
6-0.
1. Consideration of minutes -- Regular Session, August 4, 1997
2. Consideration of Bills
Vouchers audited and certified by the auditing officer as required by RCW 42.24.080, and those expense
reimbursement claims certified as required by RCW 42.24.090, have been recorded on a listing that has
been made available to Council.
As of this date, August 18, 1997, Council does approve warrant numbers 7381 through 7405 in the total
amount of $34,542.41.
Council does approve payroll warrant numbers 14907 through 14981 in the total amount of $122,911.35, paid
August 5, 1997 for the month of July 1997.

DEPARTMENT REPORTS
Code Compliance
Code Compliance Officer Wiltz said a permit application may be submitted for a `recognition wall' on
the Loop Trail at the foot of Nineteenth Street. The design was being done by Jennifer Olsen; the
property was in the city limits; and a waiver of the permit fee may be requested. Mr. Wiltz said he was
not yet sure what the fee cost would be. Council questioned whether they had the authority to waive
such a fee, based on cost. No decision was made at this time.
City Clerk
City Clerk Oestreich asked which Councilmembers would be attending KPQ radio session on
Wednesday, from 3:10 p.m. to 4 p.m. Councilmembers Carson and Frack volunteered.
Ms. Oestreich said, the FFA students involved in the local agriculture programs were asking for a
donation to help the students in the sale of their animal projects. Councilmembers agreed by consensus
to deny a request, citing it was more appropriate that the business community and non-profit
organizations be financial sponsors, instead of using tax dollars.
DISCUSSION
97-08-02 Recommended fee structures for Planning Permits
' Planning Director Campbell reviewed the fee changes as recommended. He gave several cities and
Douglas County as comparison examples. Mr. Campbell said the fees had not been changed in many
years; he would like them to be consistent with the County; and the amounts charged did not cover all
the costs to the city, such as overhead and staff time.
Council asked Mr. Campbell to review the costs recommended for subdivisions and planned unit
developments. They also questioned waivers of fees for other government entities without franchise
agreements. Mr. Campbell will review the recommendations with Legal Counsel and return to Council
with the recommendations.
ORDINANCES
97-08-03 First reading of an ordinance amending Section 15.04.040 of the EWMC
Mayor Pro Tern Lacy read first reading.
Planning Director Campbell said this ordinance addressed the appeals process relating to denial by the
building inspector. The appeal process would be heard by the Board of Adjustment, as appropriate, and
not the Planning Commission.
