(This meeting was recorded and will be retained at City Hall for a period of six years from the date of the meeting.) ROLL CALL Councilmembers Present: Councilmember Lacy, Councilmember Mikow, Councilmember Hendricks, Councilmember Carson, Councilmembers Frack, Mayor Collings. Councilmembers Aiken and Nash excused. Staff Present: Dana Barnard, Randy Harrison, Bob Goodman. PLEDGE OF ALLEGIANCE MAYOR'S REPORT Mayor Collings reported on the following issues and events: ' A letter from Douglas County Commissioners asking the City to enter into formal discussions on issues of mutual concern. The Council agreed to participate in discussions with Douglas County. Healthy Kids Day at Walla Walla Point Park, would be held August 2, 1997, at 9:00a.m. to 3:00 p.m. The Dinosaur Exhibit at the Wenatchee Valley Mall will be August 16, 1997 The Worlds Largest Apple Pie Bake will be at Walla Walla Point Park, August 16, 1997. The City of Wenatchee will be hosting a Bicycle Workshop on August 19, 1997 at 2:00 p.m. to be held at Wenatchee City Hall. KPQ radio program schedule has changed to the third Wednesday of each month from 3:10 p.m. to 4:00 p.m. CONSENT CALENDAR Council Action: A motion was made by Councilmember Hendricks, second by Councilmember Frack to approve the consent calendar as presented, and as the following items were listed. The motion carried, 5-0. 1. Consideration of minutes -- Regular Session, July 7, 1997 2. Consideration of Bills 1 CITY OF EAST WENATCHEE COUNCIL MINUTES JULY 21, 1997 Vouchers audited and certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified as required by RCW 42.24.090, have been recorded on a listing that has been made available to Council. As of this date, July 21, 1997, Council does approve warrant numbers 7307 through 7346 in the total amount of $67,595.34. Warrant number 7328 was voided. Council does approve payroll warrant numbers 14823 through 14825 in the total amount of $459.07, for June 1997 Sick Leave Buy Back. Council does approve payroll warrant numbers 14827 through 14906, in the total amount of $121,987.09, paid for the month of June, 1997. Payroll warrant numbers 14826, 14844, 14845, 14877 and 14878 were voided. ORDINANCE 97-07-06 An ordinance relating to removal of graffiti Councilmember Nash asked to be put on record noting her approval of the graffiti ordinance. Council Action: A motion was made by Councilmember Hendricks, second by Councilmember Lacy to approve the ordinance relating to removal of graffiti. The motion carried, 5-0. Mayor Collings read the ordinance title. ORDINANCE 97-8 ' AN ORDINANCE OF THE CITY OF EAST WENATCHEE, WASHINGTON, ADDING A NEW CHAPTER 9.38 TO THE EAST WENATCHEE MUNICIPAL CODE RELATING TO THE REMOVAL OF GRAFFITI, AND ESTABLISHING AN EFFECTIVE DATE. 97-07-07 An ordinance regulating the operation and use of skateboards, roller skates, roller blades, scooters and other similar devices within the city Council Action: A motion was made by Councilmember Lacy, second by Councilmember Frack to approve the ordinance regulating the operation and use of skateboards, roller skates, roller blades, scooters and other similar devices within the city . The motion carried, 5-0. Mayor Collings read the ordinance title.
